Expression of Interest are invited for Selection of Training Consultants EgyptTargeted Financial Support to Disadvantaged Households for the Payment of Natural Gas Connection FeesCONSULTING SERVICESExpressions of InterestThe Egyptian Natural Gas Holding Company EGAS has received a Grant from the European Union delegated to the Agence Fran aise de D veloppement AFD which takes part in a global program aiming at connecting 2 3 million households to the Egyptian natural gas grid Part of the financing is dedicated to the payment of the connection fees for vulnerable households the Project A Project Management Unit PMU has been assigned within EGAS in order to implement the Project The Services of the consultant shall consist of Technical Assistance for supervizing the provision of Training Activities required to enhance the competencies of the Project Management Unit PMU and the Project s different stakeholders Such Training Activities shall result in better Project management and supervision for the Project The main areas of training would include Technical areas Database management system financial social engagement environment customer service procurement management soft skills administration and safety The Project Stakeholders are mainly o Local Distribution Companies LDCs such as Egypt Gas Town Gas REGAS NATGAS Sianco Sinai Gas Cairo Gas Maya Gas and Fayom Gas o Ministry of Social Solidarity MoSS o Ministry of Electricity and Renewable Energy MERE Review of the detailed Training Needs Assessment TNA Report previously prepared Update of the TNA Report to match with the current status of the project and considering changes that occurred within the PMU Stakeholderso The estimated number of potential trainees is100 This figure is an estimate of the personal from EGAS and different stakeholdes who are directly working in the project or their support tram in addition to this a special Customer service training will be conducted The Customer Service training will target different positions of that sector and the estimated number for this training is 300 trainees from all LDCs offices allover Egypt o The updated TNA shall consider updating redefining the target groups number of targeted trainees and assessing wheather each trainee target groups will need more training or specialized training according to the current situation of the project Production of a comprehensive Training Plan The Training Plan identifies the key elements and steps necessary for training the various target groups This shall comprise curricula training providers a training matrix logistics contingency plans and evaluation criterion The implementation and supervision of the training plan o Issuance of tender documents to implement the comprehensive Training Plan This includes identifying the optimum procurement contracting approach according to the AFD guidelines identifying qualified service providers setting the evaluation criteria preparing the technical and financial evaluation report s finalizing the contract s negotiations and awarding o Supervizion of the implementation of the training plan and preparation of the final comprehensive report for each training event s Preparation of periodic knowledge share team buildings and lessons learnt events throughout the duration of the assignment Preparation of different types of reports related to the service Inception Report Training evaluation reports Monitoring reports Closing report etc The Consultant will have an access to the Data Base Management System DBMS related to the Project specifically the training section The Consultant will be responsible for data entry that includes but not limited to training schedule training material trainees data training institutions data etc The Consultant shall always update the information in the DBMS in order to extract accurate data needed produce the training reports The Egyptian Natural Gas Holding Company EGAS hereby invites Applicants to show their interest in delivering the Services described above This Request for Expressions of Interest is open to q Consulting firms q Individual consultantsq NGOs q Joint Venture between NGO s and consulting firm s Eligibility criteria to AFD financing are specified in sub clause 1 3 of the Procurement Guidelines for AFD Financed Contracts in Foreign Countries available online on AFD s website http www afd fr The Applicant shall submit only one application either in its own name or as a member of a Joint Venture JV If an Applicant including any JV member submits or participates in more than one application those applications shall be all rejected However the same Subconsultant may participate in several applications If the Applicant is a JV the expression of interest shall include a copy of the JV Agreement entered into by all members or a letter of intent to execute a JV Agreement signed by all members together with a copy of the Agreement proposal In the absence of this document the other members will be considered as Subconsultants Experiences and qualifications of Subconsultants are not taken into account in the evaluation of the applications Interested Applicants must provide information evidencing that they are qualified and experienced to perform those Services For that purpose documented evidence of recent and similar services shall be submitted Determination of the similarity of the experiences will be based on The contracts size The nature of the Services preparation of detailed training needs assessments preparation and implementation of training plans preparation and conduction of knowledge share sessions and team building sessions regular evaluation and amendment of the proposed training plan The technical area and expertise conducting Training Needs Assessments and comprehensive training plans along with successful implementation familiar with the oil and gas industry knowledge skills in dealing with stakeholders from several entities excellent command of the English language spoken and written knowledge of international development agencies and awareness of their reporting system and approval cycle The location this assignment will be conducted throughout the different Governorates of Egypt the Consultant will be based in Cairo and shall visit other locations of the Project and shall be present during implementation of the training sessions events in the locations that will be determined by him in the updated TNA report Among the submitted applications EGAS will shortlist a
