Expression of Interest are invited for Technical Assistance to carry out the Feasibility Study for the Construction of a Pumped Storage Station in Santiago island Cabo Verde NOTICE OF CALL FOR EXPRESSIONS OF INTEREST CVE 083 20 2976Title Technical Assistance to carry out the Feasibility Study for the Construction of a Pumped Storage Station in Santiago island Cabo VerdeMaximum budget 350 000 EUR performance period of 10 monthsThe Luxembourg Agency for Development Cooperation LuxDev launches a Call for expressions of interest for the acquisition of services for Technical Assistance to carry out the Feasibility Study for the Construction of a Pump Storage Station PSP in Santiago island Cabo Verde on behalf of Programme CVE 083 receiving financial support from the Governments of the Republic of Cabo Verde and the Grand Duchy of Luxembourg The specific objective is to conduct a full feasibility study of the proposed Santiago island Pump Storage Project PSP while informing the necessary strategy to advance with the next phases of implementation Previous studies confirmed the importance of the PSP for the electricity system of Santiago island under the assumption that the renewable energy RE penetration would be in the range of at least 50 or higher As such the PSP was retained as one of the candidate energy storage solutions for the Santiago power system expansion and primary frequency regulation Services providers that are invited to express their interest to offer the services mentioned above are all legally established companies governed by private law excluding non governmental organisations not for profit organisations and public operators and specialised in the areas of technical and natural sciences related to the construction of hydroelectricity pump storage facilities associated with intermittent renewable energy RE plants such as wind and solar Indicatively services providers will have to demonstrate their technical capacity and at least 10 years experience in hydropower pumped storage project PSP site suitability assessment layout engineering design and social environmental economic and financial assessment In case of a consortium at least one of the members must have the 10 years of experience requested The consulting team must be able to communicate in Portuguese language and the team must include a national expert The start of the contract is foreseen for November 2020 and for a duration of 10 ten months Services providers must be available for the entire period foreseen and willing to intervene in Praia Santiago Island Cabo Verde The maximum budget available for this contract is estimated at 350 000 EUR all taxes excluded Interested services providers are invited to submit sufficient documentation to respond to the selection criteria The dossier including the selection criteria and the application form is available on request at the address given below The shortlist of candidates invited to submit a full offer will be established of minimum three 3 and maximum eight 8 candidates evaluated as qualified and ranked if necessary against the selection criteria Expressions of interest exclusively drawn up in English must reach the following address by email no later than 15 07 2020 at 10h00 am local time Email carla santos luxdev lu c c nathaly santo luxdev luRequests for clarifications shall be sent to the email address given above Only shortlisted candidates will be invited to submit a full offer Services providers interested by this Call for expressions of interest may also consult LuxDev s website www luxdev lu Tender notices Services Status Information Area Africa
