Recruitment Of A Public Health Specialist In The Environment Panel Of PatdhsHydropower Development On The Sanaga River Technical Assistance ProjectFor The Recruitment Of A Panel Of Environmental And Social Experts Composed Of An Environmentalist A Socio Anthropologist And A Public Health SpecialistThe Technical Assistance Project For The Development Of Hydroelectricity In The Sanaga Patdhs Aims To Improve The Institutional Capacity Of The Government Of Cameroon For The Sustainable Development Of Hydroelectric Resources On The Sanaga River To Do This The Project Will Revolve Around Several Components Component 1 Proposes To Finance The Technical Assistance Necessary To Select And Develop A Large Hydroelectric Site On The Sanaga River Using A Public Private Partnership Model Whose Private Partner Will Be Recruited On A Competitive Basis Component 2 Will Contribute To Building The Capacity Of The Government To Discharge Its Responsibilities During The Construction Of The Nachtigal Hydroelectric Project And In Particular I Assist Government Entities To Monitor The Construction Of The Project And The Implementation The Environmental And Social Management Plan Ii Support Government Entities So That They Can Identify The Reasons For Delay If Any Or The Design Change If Any And Help The Goc To Negotiate With The Concessionaire To Mitigate These Delays Or Consequences Of The Change In Design And Iii Assist Sonatrel In Supervising The Commissioning Of The Turbines Component 3 Will Finance 1 A Number Of Analytical Works To Design A Long Term Hydrological Risk Mitigation Strategy To Support The Sustainable Development Of The Countrys Hydroelectric Potential And Protect The Goc From Climate Risks And Cost Volatility Electricity Production And 2 The Establishment Of A Regulation For The Safety Of Dams Applicable To All The Basins Of Cameroon And Which Will Be Designed Using International Best Practices And Will Be More Detailed For The Sanaga To Allow Its Immediate Adoption Component 4 Will Finance A Reflection On The Different Possible Options For The Concession Of Hydroelectric Assets Recently Developed And Financed By The State Component 5 Will Finance A Number Of Activities In The Roadmap To Make The Sanaga Basin Commission Cbs Operational Finally Component 6 Will Finance Activities To Support The Proper Implementation Of The Project Within The Framework Of Components 1 2 And 3 Of The Project To Comply With International Best Practices In Terms Of Environmental Protection Hydraulic Development And Infrastructure Construction The Project Management Unit In Agreement With The World Bank Will Set Up One Or Two Panels Composed Of Independent Experts Objective Of The Mission The Purpose Of This Consultation Is To Recruit A Panel Of Environmental And Social Experts The Panel Of Environmental And Social Experts Must Have I Proven And Diversified Experience In The Environmental And Social Safeguarding Of Large Hydroelectric Dams Ii Sufficient Knowledge Of National Cameroonian Legislation Relating To The Environmental And Social Management Of Dams During Their Construction And Operation Including The Texts Relating To The Management Of Emergency Situations And Civil Protection Iii An In Depth Knowledge Of The Operational Policy Requirements Of The World Bank In Terms Of Environmental And Social Safeguards In Particular With Regard To Dams This Panel Will Be Funded Under Component 6 Of The Project Iii Mission Of The Environmental And Social PanelThe Environmental And Social Panel Will Have The Basic Mission Of Advise The Project Management Unit Pmu So That Globally The Environmental Social Economic And Security Objectives Targeted By The Project In General And Other Specific Instruments Strategic Environmental And Social Study Eia Par Emergency Plan Action Plan For Indigenous Populations Biodiversity Management Plan Biomass Management Plan Etc In Particular Are Achieved Advise The Pmu So That The Preparation Of The Project Is On The One Hand Consistent With The Governments Environmental Policy The Legislative And Regulatory Texts Related To Environmental Management Or Having A Direct Relationship With The Project And On The Other Hand Or Able To Meet The Requirements Of The World Bank In Terms Of Environmental And Social Due Diligence Give An Opinion On The Business Consultation File Dce As Well As On The Works Markets Work In Close Collaboration With The Technical Panel So That The Opinions And Recommendations Given To The Pmu By The Experts Are Consistent And Transmitted On Time
