InterestThe National Water and Electricity Company of Gambia NAWEC has applied for a financing from Agence Fran aise de D veloppement AFD and intends to use part of the funds thereof for payments under the following project Water Supply Project in the Greater Banjul Area WASIB Design Work Supervision Technical Assistance of the short term Medium term components The Services of the consultant shall consist in the following To conduct preliminary design and detailed design of all works included in the medium term component including emvironmental and social impact assessment resettlement action plan awareness campaign and support program toward gender balance issues Works included in the medium term component are the following Medium term component worksImprovement of pumping system features depth rate etc Development of a new sub shallow well field in Kitty sifoe area 10 x 50 m3 hour Development of the Maestrichtian aquifer 4 deep boreholes at existing plants 1 at Serrekunda 2 at Sukuta and 1 at Brikama Construction of the new well field s MV linesConstruction of the new well field s raw water transmission linesNew water treatment plant 500 m3 h aeration 1200 m3 storage tank Clear water transmission line 10 km DN400 Ductile iron Telemetric and monitoring system of the new well fieldReinforcement of transmission lines bottlenecks Kotu Serrekunda bottleneck 0 9km of PVC 315 Brikama city transmission lines 2 8 kms PVC 400 1 8 kms PVC 250 Upgrade of 4 transfer pumps 3 to Brikama city and one on the new Sukuta Fajara line Extension of Distribution lines around 100 kms of secondary tertiary network and or reinforcement of primary network8000 service connections and 100 public standpipesConstruction of Kitty new plant s elevated tank 500 m3 TOTAL Estimated budget 9 Million Euros To ensure work supervision of the emergency works including Visa of technical documents submitted by the contractors work supervision of construction contractors technical and financial control of the project commissioning etc Emergency works are the following Emergency worksRehabilitation of 8 damaged water tanks linersReplacement of 5 water tanks Serrekunda old tank Serrekunda reservoir Mandinari Farato Latrikunda tank Replacement of 9 old transfer pumpsUpgrade of 2 transfer pumps Brikama north line Kotu ring Purchase of wells spare submersible pumps motors and impellersPurchase of a truck with crane for well pumps maintenanceBuilding of 2 boreholes in the airport sectorConnexion of the 2 boreholes 2 existing ones not equipped in the airport sector with transmission lines and MV linesBulk water metering wells transmission lines distribution outlets Replacement of faulty non return valves altimetric valvesTelemetric remote control command of elevated tanks Brikama well fields and the stand alonesReplacement of 10 000 customer water rmetersLaboratory equipment upgradeReplacement of the chlorination process by Calcium HypochloriteTOTAL Estimated budget 3 4 Million Euros To prepare tender documents for the procurement of the medium term component works and actions To support the Project Management Unit in the procurement process especially for evaluation of tenders and negotiation of contracts To ensure supervision of the different construction contractors involved in the medium term component including Visa of technical documents submitted by the contractors work supervision technical and financial control of the project commissioning etc To perform the following diagnostics and technical support for NAWEC Medium term component diagnostics technical assistance Diagnostic of all existing wells productivity Sub shallow aquifer modelling and optimization of boreholes location of the new well field GIS software and related IT equipment procurement and implementation Building and calibrating of the distribution networks hydraulic model To provide training and capacity building toward the Project Management Unit and the involved services of NAWEC s water department especially in the technical fields concerned by the project o Project management and work supervision o Well fields management and monitoringo GIS updating development and use for operational purposes o Hydraulic modelling updating and use for operational purposes o Non revenue water reduction and monitoring o Energy optimization o Water quality testing and monitoring o Use of calcium hypochlorite chlorination process and maintenance of equipment o Telemetric system management operating and maintenance o Safety procedures and training o Preventive maintenance of electromechanical equipment To ensure Technical Assistance toward the Project Management Unit in implementing the project and to help NAWEC ensuring that o Procurement of goods services and works are compliant with procurement rules and delivered in optimal timeframes o All contracts are properly managed and o All relevant reports are prepared in a timely manner o There is proper management and timely disbursement of funds The scope of work of the consultant may include other tasks such as the preparation of the terms of reference for the preparation of a countrywide water and sanitation masterplan The total duration of the contract is estimated at 36 months with a possible extention for 12 extra months The estimated budget is of 170 person month including 100 person month for experts and 70 person month for construction supervision The option includes 40 person month including 24 person month for construction supervision The National Water and Electricity Company of Gambia NAWEC hereby invites Applicants to show their interest in delivering the Services described above This Request for Expressions of Interest is open to v Consulting firms q Individual consultantsq NGOs q Joint Venture between NGO s and consulting firm s Eligibility criteria to AFD financing are specified in sub clause 1 3 of the Procurement Guidelines for AFD Financed Contracts in Foreign Countries available online on AFD s website http www afd fr The Applicant shall submit only one application either in its own name or as a member of a Joint Venture JV If an Applicant including any JV member submits or participates in more than one application those applications shall be all rejected However the same Subconsultant may participate in several applications If the Applicant is a JV the expression of interest shall include a copy of the JV Agreement entered into by all members or a letter of intent to execute a JV Agreement signed by all members together with a copy of the Agreement proposal In the absence of this document the other members will be considered as Subconsultants Experiences and qualifications of Subconsultants are not taken into account in the evaluation of the applications Interested Applicants must provide information evidencing that they are qualified and experienced to perform those Services For that purpose documented evidence of recent and similar services shall be submitted Determination of the similarity of the experiences will be based on The contracts size The nature of the Services Preliminary Detailed design Technical assistance Work supervision The technical area and expertise Groundwater aquifer modelling Construction of boreholes Drinking water treatment supply Water networks modelling management of GIS Reduction of Non revenue water Work supervision Project Management Capacity building The location Sub Saharian African and English speaking countries The Client will also take into account for the evaluation of the applications the following items Skills and availability of in house technical back up experts provided to the on site experts Local partners Quality assurance procedures and certifications of the Applicant ISO 9001 Among the submitted applications the National Water and Electricity Company of Gambia NAWEC will shortlist a maximum of six 6 Applicants to whom
