SERVICES FOR HEALTH MANAGEMENT INFORMATION TOOLSSPECIFICATIONS AND INSTRUCTIONS TO BIDDERSA Malaria Consortium Malaria Consortium is one of the world s leading non profit organisations dedicated to the comprehensive control of malaria and other communicable diseases in Africa and Southeast Asia Malaria Consortium works with communities government and non government agencies academic institutions and local and international organisations to ensure good evidence supports delivery of effective services providing technical support for monitoring and evaluation of programmes and activities for evidence based decision making and strategic planning The organisation works to improve not only the health of the individual but also the capacity of national health systems which helps relieve poverty and support improved economic prosperity Malaria Consortium is committed to obtaining a fair value for services received with a competitive price and timely delivery of the right quantities at the right quality Malaria Consortium received funding from USAID PMI and DFID to implement a five year project USAID s Malaria Action Program for Districts This project aims at preventing and controlling malaria illnesses and deaths in order to minimize the social economic effects of the disease among the overall population of Uganda and especially in children under five years of age The project started in August 2016 and is covering 52 districts with a total population of more than 13 million Malaria Consortium is the prime contractor for USAID PMI s Uganda s Malaria Action Program for Districts Subcontractors in the delivery of this contract are Jhpiego Banyan Global Communication for Development Foundation Uganda CDFU Deloitte Uganda Infectious Diseases Institute IDI and Infectious Diseases Research Collaboration IDRC Working with the Government of Uganda USAID s Malaria Action Program for Districts aims to ensure that malaria will no longer be the major cause of illness and death in the country and that families will have universal access to malaria prevention diagnostic and treatment interventions The success of this programme will also contribute to the reduction of under five mortality rate from all causes as a result of reduced malaria infection B Administrative Information1 It is the intent of this RFP to secure competitive proposals to select a printing agency to print Health management information systems tools for the USAID s Malaria Action Program for Districts MAPD project 2 Vendors shall submit sealed bids addressed to USAID S MALARIA ACTION PROGRAM FOR DISTRICTSAttention THE DIRECTOR FINANCE AND ADMINISTRATIONPlot 3 Katonga RoadNakasero Kampala UgandaBids must also be submitted in softcopy to tenders malariaconsortium org with the following reference inthe subject MAPD 003 2020 Printing services3 Bids must be received by Friday June 12th 2020 at 11 00 am Bidssubmitted after the deadline will NOT beaccepted 4 Questions must be sent by email to tenders malariaconsortium org with the following bid reference in thesubject MAPD 003 2020 Printing services Questions 5 Malaria Consortium shall notify the winning bidders in writing within seven working days of the bid opening Malaria Consortium is under no responsibility to release the identity or contract terms of the winning vendor 6 The submitted proposal shall include the following information Failure to supply all requested information orcomply with the specified formats will disqualify the bidder from consideration a Signature to confirm compliance with Malaria Consortiums Policies section F b Copy of business registration documents proof of legal operation in Uganda c Technical Proposal with the following detailsa Range and depth of company experienceb At least three relevant client reference for similar contractsc Relevant internal good practice policiesd Relevant insurancese Capacity and resources available to deliver including the relevant geographic areaf Specify timelines required to complete the jobg Acceptance of the proposed payment termsd Pricing proposal with total cost estimate for the products or services and including a full costbreakdown7 Malaria Consortium reserves the right to accept or reject any or all bids and to accept the bid deemed to bein the best interest of Malaria Consortium and is not bound to accept the lowest priced bid submitted 8 Malaria Consortium reserves the right to award contracts to multiple vendors if deemed to be in its bestinterest 9 The award criteria shall be based on the proposals overall response and value for money while taking intoconsideration donor and internal requirements and regulations The award will be determined by acommittee of Malaria Consortium employees Malaria completion note signedwaybills Goods Received Notes and tax invoices 13 All payments shall be made in Uganda shillings by bank transfer within 30 days of receipt of validdocumentation14 The evaluation criteria as outlined in section E will be used to evaluate bids E RFP Evaluation Criteria15 For the proposal to be considered technically compliant the proposer must achieve a minimum score of 50 Proposals which do not meet the minimum score will be given no further consideration In addition clarityand completeness of presentation will be considered during the evaluation Pre selection criteria
