Supply of Saffron Corm

Quotation are invited for Supply of Saffron Corm for Faryab Province DACAAR invites interested parties to submit their sealed quotations for supply and distribution of 4 480 Kg Saffron Corm to DACAAR Program in Faryab Province mentioned in Annex I II and III The offers must reach to DACAAR Main Office Street No 12 Qala e Fathullah Taimani Project Kabul Province till June 06 2020 4 00pm The bid opening session will be held on June 08 2020 at 10 30am in DACAAR Main Office Kabul Province and the winner of the biding will be notified shortly after the bid opening session Terms and Conditions for the Bid Winner and Participants1 Delivery and distribution places are in Almar and Pashtoon Kot Districts of Faryab Province mentioned in Annex III 2 Saffron Corm must be based on the DACAAR s requirements and given specifications in Annex II and supplier has the obligation to provide corms based on the tentative delivery timeline mentioned in Annex III 3 Payment will be made within 15 working days after inspection and complete delivery 4 The Saffron Corm shall be delivered to targeted areas within deadline mentioned in tentative delivery plan of Annex III 5 Prices must be given in Afghanis AFN including all duties transport distribution cost plus loading unloading Quotation without sign and stamp will not be accepted 6 DACAAR will check quality and specifications of Saffron Corm seed incase of poor quality or not conforming to the specifications DACAAR reserves the right to reject the materials 7 2 Tax will be applicable on the companies that has valid business license and 7 Tax will be applicable on the companies that have invalid business license or on individuals who don t have business license will be deducted from the contractor as withholding tax and DACAAR will pay that amount to Ministry of Finance the amount starts from 1 AFN 8 In case of delay without any logical reasons in delivery of items 0 5 of total cost of undelivered items will be charged as penalty for each working day of delay 9 The bid winner must deposit 10 amount of total contract to DACAAR bank account as contract Performance Guarantee before signing the contract and the mentioned amount is refundable after successful completion of the contract 10 DACAAR will not be responsible for any changes occurred during the contract such as increment in custom duties exchange rate and etc 11 Quotations should be valid for 60 working days 12 Award of the contract will be based on the price quality capacity potentiality of bidder The evaluation of bidder and their product will be carried out and DACAAR reserves the right to make the decision of awarding contract either for the whole lots based on total value or for individual item lot based on price per item lot 13 Priorities will be given to the companies which work in the related filed Saffron and have their own business establishment in the mentioned provinces 14 DACAAR Logistics Unit adheres to National and International laws on child labour DACAAR makes sure all its vendors abide by such laws preventing child labour in all DACAAR activities countrywide 15 The Humanitarian Organizations HO may conduct on site visit in the contractor s premises or may take similar measures to ensure compliance 16 The bid winner must deliver the contracted materials without any changes till end of the contract 17 Each piece of land from which saffron corms are dug must not be less than 1 jerib 18 Lands must be near to each other from which corms are dug so that the quality control and inspection is easily done and time is not wasted 19 Number of labours digging the corms must not be less than 30 on each piece of land 20 Corms must be sorted in the land under a shade made of wooden poles and tarpaulin and transportation and repeated loadings to the warehouse godowns for sorting and processing must be avoided 21 For excavation of corms only one district and one village must be given in the contract 22 The digging sites of saffron corms must be in safe place and contractor is accountable for the ensuring security of the DACAAR s inspection team in case of occurring any suspicious incident the contract will be terminated 23 Delay of more than 3 days in work and delivery against the plan will be ended with the breach of contract 24 The companies must introduce the guiding and communication person so that he accompanies DACAAR s inspection team If he becomes sick then the second or third person name must be given There must not be any sub contractors dealing with DACAAR in the process 25 The potential contractor must present a simple table type hand operated sieve for sorting the saffron corms which can pass undersized underweight less than 8 grams corms and retain the bigger sized corms 26 Oversized corms must not be contracted by the contractor with any other client company In such cases the contract will be terminated immediately 27 All interested bidders are requested to fill the technical questionaries
