Quotation are invited for Audit of three Somali Federal Member States FMS Invitation for Quotation for Audit of three Somali Federal Member States FMS Job DescriptionInvitation for Quotationfor Ref No PREMIS NCS02 2020 Audit of three Somali Federal Member States FMS FY 2019 Financial StatementsSince the adoption of a Provisional Federal Constitution in 2012 Somalia has embarked on a process of federal state formation These states include Hirshabelle HSS Jubbaland JSS and South West SWS States of Somalia We are looking to support the FY 2019 financial statement audits of these three states These states are currently in the process of producing draft government financial statements for the 2019 financial year and it is expected these will be completed and ready for audit by the end of May 2020 In SWS the OAG was established in 2016 and state auditors have worked with private sector auditors to audit the FY 2016 FY 2017 and FY 2018 financial statements In HSS the office has been staffed in the last year and supported private sector auditors in auditing the FY 2018 financial statements More recently the OAG has appointed staff in JSS and staff have received some basic audit training General informationThe overall objectives of the audits are to ascertain whether the FY 2019 financial statements of each of the three states are free from material misstatement whether due to fraud or error and have been prepared in accordance with IPSAS Financial Reporting Under the Cash Basis of Accounting and any other applicable laws and regulations Accordingly the consultant firm should be registered and have a license from a national or regional professional Accountancy Body It should have relevant experience in accounting and auditing of public sector entities in Somalia during the last three years Location The audit assignments will be located in the Interim Capital city of the respective FMS Consultants should be prepared to work in all of the FMS as required Duration The assignment is expected to commence on 1 June 2020 and will be for a period of 120 days The timing and sequence of the audits will be dependent on the availability of the draft financial statements Type of Award Least Cost Consultant Contract Proposal Closing Date Monday 1 June 2020 1700 Hours EAT PREMIS invites consultant firms to indicate their interest in providing the above services by submitting an email to procurement premis so Interested firms will be sent an electronic Invitation for Quotation IFQ containing Terms of Reference TOR for the assignment details of the evaluation and contract award process as well as instructions for submitting a quotation that provides information indicating that they are qualified to perform the required duties Public Resource Management in Somalia PREMIS
