Request for Expression of Interest for Consulting Services for Communications Capacity Building and Training Support for Ca Countries Technical ExpertExperience and QualificationsThe Consultant must possess Experience interacting with and advising Latin American Governments and Multi lateral organizations about DRM from a fiscal perspective Experience advertising or structuring insurance or reinsurance for Government entities Expertise in change management strategy and activities A good understanding of the political landscape of Central America and of the different fora where COSEFIN Member State decision makers participate A Master s Degree in Public Finance Qualifications and experience in Public Finance or other related fields with knowledge of disaster risk management and finance principles Between 5 10 years experience consulting advising in multilateral organizations or international NGO s working on disaster risk finance and fiscal resilience li A minimum of 3 5 years of designing and implementing DRM and fiscal resilience plans in the Central America region Competences required Spanish as a first language and fluent English must be versed in discussing development issues Excellent writing skills in Spanish and English Comprehensive knowledge and understanding of dedisaster risk environment and climate change issuesStrong communication skills and the ability to implement communication strategies that link communications with hazards disasters risk management insurance environment and climate change issues Ability to strategically advise CCRIF the CA SP Management Committee the World Bank and the COSEFIN Secretariat on strategic and technical issues applicable to COSEFIN Member State participation in the CASP Demonstrated knowledge of key stake holders in the governments of the region as well as among regional organizations and entities and international development partners Highly skilled in conceptualizing writing and presenting CCRIF and its strategy to external audiences nbsp
