Request For Expression Of Interest For Consulting Firm For Aged Care Assessment In The PacificThe Technical Assistance The Purpose Of The Proposed Knowledge And Support Technical Assistance On Strengthening Social Protection In The Pacific Ta Is To Strengthen The Social Protection In Pacific Developing Member Countries Dmcs To Reach Out To The Vulnerable Groups Key Priority Areas Include Social Insurance Social Assistance And Labor And Employment The Ta Outputs Include I Gender Responsive Social Protection Policies And Investments Identified And Prioritized Ii Capacity In Building Social Protection Systems And Delivery Of Social Protection Services For Vulnerable Groups Improved And Iii Knowledge Production And Partnerships On Social Protection Strengthened These Outputs Will Result In The Following Outcome Social Protection Systems And Programs Strengthened In Selected Pacific Dmcs The Ta Will Be Aligned With The Following Impact Enhanced Government Capacity And Leadership In Social Protection Development In Selected Pacific Dmcs All Pacific Dmcs Will Be Eligible For Assistance Under The Ta Upon Request However The Focus Of This Assignment Will Be On Tonga Which Has Requested Adb S Support To Strengthen Their Aged Care System B Objectives Of The Assignment2 A Consultancy Firm Will Be Engaged To Identify The Most Feasible Aged Care Project In Tonga The Firm Will Also Assist In Building The Capacity Of The Government During Their Assignment Including Implementing Project Management Trainings And Coaching As Required 3 Subject To Satisfactory Performance And Subject To Agreement Between The Selected Consultant And Adb The Consultant S Services May Be Retained For Similar Assignments In The Field Of Aged Care In Neighbouring Pacific Countries C Selection Method4 Adb Will Select The Consultant And Use Its Consultant Management System For This Selection It Will Consult With The Government At Major Decision Making Points Of Consultant Selection The Consulting Service Contract Will Be Signed Between Adb And The Selected Consultancy Firm 5 Adb Will Engage The Firm Following The Adb Procurement Policy 2017 As Amended From Time To Time And Its Associated Staff Instructions The Consulting Firm Will Be Engaged Through A Quality And Cost Based Selection Method With A Quality Cost Ratio Of 90 10 And Full Technical Proposal D Proposal Preparation 5 This Is An Output Based Terms Of Reference Tor As Compared To Traditional Input Based Tor The Specific Outputs And Reporting Requirements For The Consultant Firm Are Described In Section E The Consultants Are Requested To Focus On Proposing How To Produce And Deliver High Quality Outputs Rather Than Focusing On Proposing Quality Inputs The Consultants Are Requested To Prepare A Detailed Description Of How They Propose To Deliver On The Outputs Of The Contract In The Section Of Their Proposal Called Approach And Methodology The Provision Of Generic Information Shall Be Avoided In This Narrative Entities Should Be Explicit In Explaining How They Will Achieve The Outputs And Include Any Information In Their Past Experience In Delivering Similar Projects It Is Estimated That The Firm Will Be Engaged In The Second Quarter Of 2020 6 The Consulting Firm Must Have Demonstrated Experience In Aged Care Including Designing Age Care Projects Programs Encompassing The Provision Of Home Based Care Community Based Care And Residential Care 7 Proposing Entities Will Determine The Number And The Nature Of Experts They Will Require To Achieve The Objectives Of The Contract In Accordance With Their Proposed Approach And Methodology However Adb Requires Key Experts Listed In Section F To Be Provided In Addition To The Required Key Experts The Proposing Entities Should Also Include In Their Technical Proposal In The Personnel Work Plan And In Their Financial Proposal All Other Non Key Experts Required In Accordance With Their Proposed Approach And Methodology The Consultant Personnel Schedule Shall Clearly Show The Percentage Of Home And Field Presence Of Each Team Member And Both Full Time And Intermittent Time Application To The Project The Consultant Is Also Encouraged To Overlay The Contents Of Its Work Schedule Tech 3 With Its Personnel Schedule Tech 4 In Order To Further Elaborate On How The Inputs Of Its Staff Are Aligned With The Completion Of Outputs Under The Project This May Be Included Separately As Part Of The Submission The Consulting Firm Will Nominate A Project Focal Point Who Will Be Available For Key Stakeholders To Liaise And Coordinate With Regarding The Expected Outputs
