General Procurement Notice For Strengthening Primary Health Care And Surveillance In HaitiThe Project Includes The Following Components I Component 1 Strengthening The Delivery Of Primary Health Care Services Ii Component 2 Strengthening Surveillance And Control Of Infectious Diseases Iii Component 3 Strengthening The Management Capacity Of The Mspp And Iv Component 4 Contingency And Emergency Response Capacity Cerc All Of The Project Funds Will Finance The Activities Of Its Three Main Components Since Component 4 Will Only Be Activated In An Emergency As Well As Their Sub Components Namely Component 1 Sub Component 1 Improve The Structural And Organizational Capacity For The Provision Of Primary Care Services From Which Activities Such As Strengthening The Operational Capacity Of Services In Certain Phc Establishments And Improving The Functioning Of Supply Chains In Particular For Vaccines Support For The Development And Implementation Of The National Community Health Program Training And Technical Assistance For The Staff Of Health Institutions In Intervention Areas Ddss And Other Units Of The Ministry In Order To Strengthen Their Planning And Management Capacities Specific Technical Assistance On Questions Of Organization Planning And Distribution Of Vaccines In Addition To The Technical Assistance Currently Provided To The Dds Other Types Of Support For Strengthening Health Systems For The Provision Of Phc Services As Needed Component 1 Sub Component 2 Improve Service Delivery Results Through Incentives And Increased Responsiveness This Sub Component Will Finance Specific Activities Such As Results Based Payments Fbr Payments For The Delivery Of A Basic Phc Service Package Results Based Payments For The Provision Of Health Service Activity Packages By Certain Ddss And Mspp Units Such As Monitoring Supervision And Planning Activities Monitoring And Supervision To Maintain And Strengthen External Controls Relating To Payments Including Verification Of Service Packages By An External Verification Agency Ave Component 2 Strengthening Surveillance And Control Of Infectious Diseases Will Finance Activities Aimed At Maintaining The National Capacity For Surveillance And Control Of Infectious Diseases Of The Mspp While Integrating Cholera Surveillance And Response Tools Into The General Epidemiological Surveillance Of The Country Component 3 Strengthening The Management Capacity Of The Msspp Will Finance A Activities Aimed At Strengthening The Capacities Of The Central Units Of The Mspp And The Departmental Health Authorities In Order To Support Activities Related To The Provision Of Primary Health Services As Well As Infectious Disease Surveillance And Control I E Activities Under Components 1 And 2 B Project Monitoring And Evaluation Activities And C Activities Related To Financial Management Procurement And Safeguards Including Project Auditing
