Rights Of Children And Adolescents A Numerically Significant Population In The Region That Represents A Key Element For The Developing At The International Level The Adoption Of The Convention On The Rights Of The Child Was A Milestone In The Process Of Legal And Institutional Reform Of The 8 States That Are Part Of Sica On The Other Hand The Attachment Of All States To The 2030 Agenda Reaffirms The Commitment To Sustainable Development At The Regional Level The Tegucigalpa Protocol In Its Article 3 Defines The Objective Of The System The Central American Integration System Has As Its Fundamental Objective The Realization Of The Integration Of Central America To Constitute It In A Region Of Peace Freedom Democracy And Development And In Its Article 4 Subsection A It Adheres To The Principles Of Human Rights The Protection Respect And Promotion Of Human Rights Constitute The Fundamental Basis Of The Central American Integration System Despite The Commitments And Progress Made To Date In Relation To Human Rights The Girls Boys And Adolescents Of These Countries Face Serious And Complex Challenges That Put Their Physical Moral Integrity And Even Their Survival At Risk Making The Commitments Assumed By The States Of The Region Difficult To Reach Most Of These Challenges Are Shared And States Find Advantages In Addressing Them Together As A Region Serious Situations Such As The Forced Migration Of Thousands Of Central American Girls And Boys As Well As The Violence They Face In Their Respective States Are Only Examples Of Calls For Attention To Act Together And Urgently Comprehensive Attention To Early Childhood Is One Of The Conditions To Achieve The Peace That Is Aspired In The Tegucigalpa Protocol An Effective Prevention Of Violence Involves Filling The Needs And Rights Of Survival Integral Development Protection Against All Types Of Violence And Participation Of The Convention On The Rights Of The Child For All Children The Region Has Promoted Agreements And Joint Plans On The Issue Of Comprehensive Early Childhood Protection Such As The Regional Plan For Comprehensive Early Childhood Care 2012 2021 Document Approved At Xxxviii Regular Meeting Of Heads Of State And Government Of The Central American Integration System Sica This Plan Is The Product Of Dialogue Processes And Special Meetings In Which Attention To Early Childhood Is Declared A Priority The Current Challenges Facing The Region Merit An Additional Joint Effort That Allows Us To Resume The Efforts Made To Date And Strengthen The Commitments Through The Creation Of An Instrument That Allows The Approval Of Both Laws And Public Policies Of These Countries In The Subject Of Early Childhood Thus Avoiding The Dispersion Of Efforts Giving The Region The Possibility Of Advancing In A Homogeneous Way On This Very Important Issue It Is Important To Ensure That The Model Proposed Is Comprehensive Based On A Rights Approach Taking Into Account Recent Evidence And Progress At Global And Regional Level In This Area And Consider All The Sectors That Are Indispensable For Girls And Boys To Receive The Services And Supports Required To Achieve Their Full Development Health And Nutrition Safety And Protection Prevention Of Violence In All Its Forms Care With Love Quality And Timely Early Education Opportunities For Play And Sports Arts Development Cultural Identity And Participation Through This Effort It Is Hoped To Promote A Greater Commitment On The Part Of The States Expressed In Legal Instruments And Public Policies For Early Childhood Have A Regional
