Present Capacity Building Project Of The Prison Services Of Mali Is Part Of The Holistic Project Of The United Nations Global Coordination Unit For Rule Of Law Police Judicial And Penitentiary Activities Global Focal Point By Aligning Itself With The Strategies And Priorities Defined By The Government In This Matter In General And Particularly In Its Emergency Program For The Reform Of Justice And The Implementation Of The Peace Agreement Of The Algiers Process This Project Aims To Remedy Dysfunctions And To Overcome The Inadequacies In The Management Of Prisons Likely To Undermine The Fundamental Principles Of Human Rights To Ensure Inclusively Gender Equity And Environmental Sustainability In All Areas Areas And To Increase The Overall Efficiency Of The Public Prison Service In A Better Respect For The Rights And Dignity Of Detainees It Aims To Support The Efforts Of The Malian Party And Respond To Its Priority Needs Expressed And Not Yet Covered In The Justice And Security Sectors By Other National Projects And Strategies Such As The Eu Pajm The Gfp Project And Undp Project Restoration Of State Authority And Access To Justice In Northern Mali It Completes In Penitentiary Matters Areas Insufficiently Taken Into Account By All These Other Convergent Initiatives In Support Of The Ministry Of Justice It Is Part Of The Dynamics Of The Kingdom Of The Netherlands Program In Its Initiative To Support The Improvement Of The Penal Chain In Mali In Order To Contribute To The Consolidation Of The Rule Of Law It Is Consistent With The Vision And The Strategic Axes Of The Project Of Reform Of The Justice The Prison Administration And The Supervised Education In Mali More Specifically The National Policy Protection Of The Human Rights And The Promotion Of The Gender It Is In Line With The National Human Rights Policy Pndh Adopted By The Government Of Mali In September 2016 It Is In Line With The Objectives Of The United Nations Integrated Framework Plan For Development Assistance In Mali Undaf Plus 2015 2019 The Project Intends To Intervene In The Areas Of Technical And Institutional Support Of The Prison Services In General And More Specifically The Development Of The Capacity Of Prison Officers In Managing And Improving The Conditions Of Detention By Ensuring The Appropriation And Sustainability Of The Acquired Assets Through A Series Of Planned Activities The Project Intends To Promote The Rational Use Of Existing Staff The Effective Implementation Of Day To Day Programs As Defined By The Internal Regulations Of The Detention Centers And The Support For The Formulation By The Ministry Justice And Strategic Vision And Approach To Detention In Mali The Central Idea Behind The Prison Mandela Project With The Dutch Partnership Is To Allow Mali To Humanize The Conditions Of Detention In Accordance With The Spirit And Letter Of The Nelson Mandela Rules To Raise The Level Of Respect The Rights Of Prisoners See 2
