Tenders Are Invited For Greece Individual Contractor Greek Speaking With Travel Child Protection Expert On Community Based Care Technical Support To Ekka National Centre For Social Solidarity Athens Humanitarian Response To Refugee And Migration In Greece And In Line With Actions Foreseen Under The Memorandum Of Understanding Between Unicef And Ekka Unicef Is Seeking To Recruit A Child Protection Expert On Community Based Care Supported Independent Living For Uac Who Will Be Placed In Ekka For The Period 05 August 2019 To 31 December 2019 In Order To Ensure Continued Support EkkaS Efforts To Ensure Smooth Implementation Of Community Based Care Modalities And Support The Scale Up Of Supported Independent Living For Uac In Greece BackgroundGreece As One Of The Major Entry Points Into Europe For Refugees And Migrants Has Received Over A Million Asylum Seekers Since January 2015 37 Of Them Children In The First Quarter Of 2019 Over 2 000 Refugee And Migrant Children Arrived In Greece As End Of May 2019 There Were An Estimated Over 76 000 Refugee And Migrants In Greece Including An Estimated 28 500 Children Including 3 500 Unaccompanied Children Uac The National System To Protect Unaccompanied And Separated Children In Greece Has Been Strained In Light Of The Increased Arrivals With Not Enough Facilities To Accommodate And Provide Protective Services For Uac E G Current Accommodation Capacity As Of End June 2019 Meets Only 31 Of The Need Leaving Over 2 492 Uac On A Waiting List For Placement And No Nationally Approved Standards Of Care To Serve As A Basis For Assessing And Promoting A Minimum Of Care And Harmonization The Government Of Greece Which Recognizes Uasc As A Priority Issue In July 2018 Introduced Critical New Legislation Which Foresees Supported Independent Living Hereinafter Sil As Part Of The Long Term Accommodation Modalities To Be Formally Establishment And Scale Up As Part Of The National Care Provisions For Uac Assessed And Supervised By The National Center For Social Solidarity Ekka Sil Is An Alternative Care Modality In Which Small Groups Of Adolescents Aged 16 Years Old Are Placed In Apartments With Specialized Holistic Support And Care Which Aims At Enhancing Their Life Skills Resilience And Protection As They Move Towards Adulthood And Independence As Well As At Promoting Their Integration Into The Local Community And Labour Marker Currently Unicef And Unhcr With Their Partners Metadrasi And Praksis Respectively Are Operating 10 Sil Apartments With A Capacity Of 40 Uac Pilot Phase And Planning To Scale Up To 65 Sil Apartments For 260 Uac Until The End Of 2019 Unicef 50 Apartments And Unhcr 15 Ekka Is The Competent Authority For Receiving Uac Referrals For Sil This Includes Evaluating Individual Cases Against The Sil Placement Criteria Issuing Placements Of Uac In Sil Facilities Carrying Out An On Site Visits To In Order To Further Assess And Evaluate The Referrals And Issuing The Necessary Placement Document Including Details Of The Transfer And A Recommendation For The Appointment Of A Specific Representative Of The Child In Light Of The Newness Of The Sil Modality And The Plans For National Scale Up Ekka Requires Additional Technical Support And Expertise In Order To Effectively Support The Efficient Placement Of Suitable Children Into Appropriate Care UnicefS Refugee And Migrant Response In Greece Aims To Ensure That Protection Care And Support Is Assured For Refugee And Migrant Children On The Move And Stranded In The Country Including For Unaccompanied And Separated Children As Part Of Its Overall Goal Unicef Has Committed To Strengthening The System To Identify Refer And Provide Protective Care For Uasc Including Through Enhancing The Capacity Of Government Actors To Respond Unicef Has Been Partnering With Ekka Since 2016 To Reinforce Their Capacity To Manage The Higher Uac Caseload And In Mid 2017 Seconded An Expert To Support The Office To Enhance Quality Of Care In Uac Shelters Through Capacity Building How Can You Make A Difference The Child Protection Expert Individual Contractor Will Provide Technical Assistance In One Or More Of The Following Tasks Using The Latest Unicef Guidance For Content And Quality Provide Technical Support And Guidance To Ekka In The Context Of The Sil Scale Up And The Transition To A National Portfolio Liaise With Relevant Authorities And Child Protection Actors Providing Accommodation Care And Services To Unaccompanied Children To Initiate A Best Interest Assessment Bia Process For Uac Identified As Eligible For Referral To Sil Accommodation And Care SchemeReview Referrals And Bia Reports Submitted To Ekka For Referral To Sil Apartments And Prioritise Eligible Cases For PlacementCarry Out Visits To Accommodation Facilities In Order To Assess Cases Of Uac Referred To Ekka For Sil Participate In Case Conferences With EkkaS Child Protection Team For Selection Of Children And Identification Of The Most Appropriate Sil Apartment For Individual Cases As Needed Support The Implementation Of EkkaS Protocols And Procedures In Accordance With Standard Operating Procedures Of Sil SchemeFacilitate Coordination And Communication Among Key Service Providers Involved In The Uasc National Referrals And Placement System Within EkkaSupport The Administrative Processes Of Sil Referrals Placements
