Evacuation Etc A Baseline Analysis Of Urban Flood Risks And High Priority Investment Gaps In Indonesian Cities Was Conducted In 2018 To Develop Analytics Needed To Help Design The Conceptual Framework For The Proposed National Urban Flood Resilience Program The Outputs Include A National Level Desktop Review Of Flood And Seismic Risks In Indonesian Cities A Baseline Study Of The Flood Risks Faced In 30 Select Indonesian Cities A Study Of The Existing Institutional Regulatory Frameworks And Flows Of Financing Related To Urban Flood Risk Management And Case Study Reviews Of Five Selected Cities With A Range Of Urbanization And Flood Risk Profiles Ambon Bima Manado Padang And Pontianak A Conceptual Framework For Investment Funding Mechanisms And Institutional Set Up Options For A National Urban Flood Resilience Program For Indonesian Cities Is Being Finalized And Will Set Out The Program Design Institutional Framework Regulatory Framework Eligibility Criteria Financing Sourcing And Technical Assistance Needed To Establish The National Program A Stakeholder Engagement And Capacity Building Strategy Will Also Be Developed To Support Program Implementation Three Cities From The Abovementioned Five Case Study Cities Will Be Selected By The Government For This Technical Assignment Which Will Deliver Urban Flood Resilience Plans Including Flood Hazard Assessments Investment Design Options Pre Feasibility Designs And Costing Estimates The Overarching Goal Of This Consultancy Assignment Is To Provide Advisory Services And Technical Inputs On Urban Flood Resilience Strategies And Investment Options For Three Select Indonesian Cities This Will Be Achieved Through I Background Analysis Technical Studies Risk Mapping Proposed Interventions Mapping And Stakeholder And Community Engagement Ii Flood Hazard Assessments Mapping And Modeling Iii Technical Inputs And Capacity Building Workshops To Develop Urban Flood Resilience Plans And Iv Communication And Awareness Raising Materials This Assignment Should Adopt A Systematic Process Of Identifying Hazards Assessing Risk Developing And Evaluating Alternatives And Implementing Flexible And Adaptive Strategies And Thereafter Demonstrate How The Pilot Cities Can Serve As Models For Integrated Urban Flood Resilience In Indonesia The Scope Of Services Are Expected To Commence In September 2019 And Be Completed Within Ten 10 Months The Consultant Will Be Required To Travel To The Three Select Cities To Undertake Field Studies And Stakeholder Engagement And Attend Regular Jakarta Based Meetings With The World Bank And Relevant Government Of Indonesia Agencies A Strong Presence In Indonesia Is Expected The Consultant Will Be Responsible For Facilitating Technical Workshops And Preparing All Necessary Materials The Outputs Of This Assignment Are Intended To Serve As A Basis For Future Feasibility Studies And Detailed Design Of Urban Flood Resilience Investment Packages With An Emphasis On Resilient And Inclusive Urban Design And An Integrated Balance Of Hard Engineered Or Gray And Nature Based Or Green Solutions Used In Urban Flood Risk Management Throughout The Process The Consultant Is Expected To Work Closely With The Local Government Representatives To Develop Their In House Capability And Knowledge In Flood Hazard Mapping Risk Assessment And Resilient Urban Design The Consultant Is Expected To Be A Consortium Of An International Firm Associated With One Or More Local Consulting Firms And Or Ngos With The Appropriate Capabilities And Experience To Execute The Services This Assignment Requires A Team Of International And National Experts Consultants To Ensure The Integration Of International And National Good Practices And Standards Into The Study The
