Request For Expression Of Interest For Staff Monitored Program Coordinator Somalia Recurrent Cost Reform Financing Project Phase 2The Cost Of The Second Recurrent Cost Reform Financing Project Rcrfp Ii That Focuses On Institutional Reform And Core Systems Strengthening As Part Of The Overall Reform The Federal Government Of Somalia Fgs Has Engaged In A Comprehensive Financial And Economic Reform Program Guided By The Imf Staff Monitored Program The Fgs And The Imf Have Reached A Staff Level Agreement On A Fourth Staff Monitored Program Smp Iv Covering The Period May 2019 July 2020 And It Is Expected That The Smp Iv Will Be Endorsed By The Executive Board As Meeting The Conditionality Standard Of An Upper Credit Tranche Uct Arrangement Putting Somalia More Clearly On The Path To Debt Relief Under The Heavily Indebted Poor Countries Hipc Initiative In Order To Facilitate Effective Implementation Of The Staff Monitored Program The Ministry Of Finance Intends To Apply Part Of The Proceeds Of The Grant To Hire An Individual Consultant To Lead The Implementation Of The Staff Monitored Program Deliverables 2 Scope Of Work And Responsibilities The Staff Monitored Coordinator Consultant Shall Perform The Following Key Functions Among Others I Track Oversee And Lead Implementation Of The Agreed Smp Benchmarks Across Ministries And Government Agencies Ii Provide Support To The Ministry Of Finance On Its Mandate And Functions To Deliver The Design Of Policy And Programs That Will Support The Smp Iii Promote And Participate In Fiscal Arrangements For Revenue Sharing Iv Support Strategic Planning And Policy Decisions On Effective Execution And Coordination Of Donor Funded Activities In Support Of The Smp And V Perform Other Tasks Specified In The Terms Of Reference For The Position
