Tenders Are Invited For International Consultancy For The Development Of The Fiji National Youth Policy Unicef Works In Some Of The WorldS Toughest Places To Reach The WorldS Most Disadvantaged Children To Save Their Lives To Defend Their Rights To Help Them Fulfill Their Potential Across 190 Countries And Territories We Work For Every Child Everywhere Every Day To Build A Better World For Everyone And We Never Give Up For Every Child Better Opportunities Fiji Estimated Population Of 885 000 Consists Of 330 Islands Scattered Over 1 3 Million Square Kilometers Of The South Pacific Ocean The Two Main Island Viti Levu And Vanua Levu Remains The Most Populous Island Of The Fiji With 96 Per Cent Of The Population The Central Division Accounts For Largest Number Of Population 43 Percent Followed By Western Division 38 Percent Northern Division 15 Percent And Eastern Division 4 Percent Fiji Is A Small Open Economy And Vulnerable To External Shocks With One Third Of The Gross Domestic Product From Tourism Fiji Is Prone To Natural Disasters Such As Cyclones Floods And Droughts Which Are Set To Worsen Due To Climate Change It Is Also Highly Vulnerable To Sudden Economic Changes Due To Remoteness Geographical Spread Small Internal Markets And Limited Natural Resources Youth In Fiji Are Defined As Those Between The Ages Of 15 And 35 Years Which Constitute About 32 Percent 285 000 Of The Total Population Based On The 2017 Population Census With A Median Age Of 27 5 Years Over Half Of The Countrys Population Are Below 28 Years While Rural Population Have A Higher Proportion Below 14 Years Compared To Urban Dwellers Who Are More In The Age Groups Of 20 34 Years Young People Are A Massive Cohort Which Have An Immense Potential To Benefit Their Societies Socially Politically And Economically The Responsibility Of Any Duty Bearer Is To Recognize The Rights Of Young People And Work With Them As Partners And Agents Of Change For Today And Tomorrow In 2018 As Part Of The United Nations Un Ongoing Commitment To Young People The Un Secretary General Launched The Youth 2030 The Un Youth Strategy To Engage And Empower Young People Generation Unlimited Is A New Partnership Established To Focuses On Adolescent Girls And Boys Young Men And Women And All Young People Especially Those In The Greatest Danger Of Being Left Behind Girls The Poor Young People With Disabilities Young People On The Move And Young People Affected By Conflict And Natural Disasters Generation Unlimited Brings Together Public And Private Partners Nd Young People To Identify And Scale Solutions Unlock Investments And Empower All Young People To Play A Positive Role In Their Societies It Unleashes The Voices Of Young People Creates Synergies Between Major Global Actors And Accelerates Momentum Towards Achievement Of The Sustainable Development Goals The Ministry Of Youth And Sports Mys Is Mandated To Formulate Youth And Sports Policies To Facilitate The Administration And Delivery Of Governments Programs In The Youth And Sports Sector In Fiji In 2004 Cabinet Endorsed Fijis First National Youth Policy Nyp Which Is The Overarching Framework For Goals And Objectives Relating To The Empowerment Of Youth To Participate And Contribute To The Socio Economic Development Of The Nation This First Policy Provided The Necessary Framework From 2004 2010 In 2011 This Policy Was Reviewed With The Aim To Consider Changes Taking Place In The Youth Sector In Fiji In Particular The Government Reform Agenda Under The Road Map For Democracy And Sustainable Socio Economic Development 2009 2014 This Review Informed The Development Of A New Policy From 2011 2015 A Review Of This Lapsed Policy Was Carried Out In 2017 The New Draft Developed In 2017 Was Disseminated To Key Stakeholders In Three Divisions For Validation In 2018 Mys Conducted Further Consultations With Youth Groups And Other Stakeholders In Four Divisions This Was An Attempt By Mys To Strengthen The Draft Policy To Ensure That It Reflects The Needs Of All Youth Making It Inclusive Comprehensive And Aligned To The National Development Plan 2017 2036 And The National Youth And Sports Strategic Plan 2018 2022 To Appropriately Inform Policy Planning And Programs Relating To Youth The Mys With Support From Unicef Is Commissioning This Consultancy To Finalize The Development Of The New National Youth Policy In Line With National Development Processes The Exercise Will Build On Prior Work To Ensure The Policy Truly Reflects The Aspirations Of The Young People How Can You Make A Difference The Consultancy Is Being Carried Out In Response To The Request From The Government Of Fiji To Develop A New National Youth Policy Following The Lapse Of The 2011 2015 Policy This Exercise Should Ensure The Alignment Of The New National Youth Policy To The Sectorial Polices And Ndp 2017 2036 To Realize The Governments Commitment To Transform Fiji Towards An Even More Progressive Vibrant And Inclusive Society While A Review Of The Lapsed Policy Was Conducted In 2017 And Consultations At The Divisional Level In 2018 The Policy Could Not Be Completed As A Result Of Factors Beyond Mys Control Therefore The Completion Of This Policy Is Critical To Ensure That The Necessary Framework Is In Place To Guide The Work Of The Government At The National Level Objectives The Objective Of The Consultancy Is To Support The Government Of Fiji To Develop The National Youth Policy Specifically Conduct A Desk Review Including An Analysis Of The Outcome Of The 2017 Review Outcome Of The 2018 Consultations Which Were Held In The Four Divisions And Other National And Regional Frameworks Review Gaps In Past Youth Policy Including Review Of Regional And International Best Practices Including Un Guidelines Such As Youth 2030 The United Nations Youth Strategy Unicef Adolescent And Youth Engagement Strategic Framework And Generation Unlimited And Build Evidence On How The Policy Was Understood Promoted And Implemented And The Extent To Which Existing Practices Of Working With Young People Speak To National Youth Policy Assess And Analyze The Information And Feedback From Pre And Post Review Process Under Mys Supervision And Support From Unicef Pacific Facilitate Consultations With Key Stakeholders Including Holding Consultations With Ministry Teams Youth Organizations National Committees And Other National Coordinating Mechanisms Available Conduct Other Means Of Information Gathering With Key Stakeholders Lead The Drafting Of The National Youth Policy And Ensure The Completion Of Policy That Is Aligned To National Strategies And Plan Relevant To Youth Needs And Informed By Consultations To Qualify As An Advocate For Every Child You Will HaveThe Individual Consultant S Or Team Leader For An Institutional Consultant Should Meet The Following Specific Qualifications At The Minimum A Masters Degree In Social Policy Law Human Rights International Development Or Other Relevant Social Science Is Preferred However Those With Bachelor And Or Post Graduate Qualifications Are Also Encouraged To Apply At Least 10 Years Of Documented Experience In Policy Development Designing Implementing Review And Or Evaluating Youth Development Programmes In Developing Countries Experience In Fiji And Or The Pacific Or Other Developing Countries Is An Advantage Excellent Understanding And In Depth Knowledge Of Development Issues Relating To Youth In Fiji And Or The Pacific Or Other Developing Countries Have Substantive Facilitation Skills And Experience With Government And Civil Society Experience In Fiji And Or The Pacific Is An Advantage Previous Experience In Carrying Out Similar Assignments For Unicef And Or Other Un Agencies And Or
