Tenders Are Invited For Myanmar Consultancy For Discussion Papers On Civil Society In Myanmar Background And RationaleActionaid Myanmar Aam Is Leading A Consortium Of Three Organisations Comprised Also Of Phan Tee Eain Pte And Capacity Building Initiative Cbi In Implementing A 4 Year Project Aimed At Strengthening Civil Society To Engage Better With Government Over Policy Formulation And Implementation The Project Commenced In March 2016 And Currently Works With 92 Csos Including 10 Cso Networks From Across Myanmar Most Of These Are Fledgling Organisations Staffed Solely By Volunteers Who Lack Organizational And Project Management Experience But Are Committed To Strengthening Civil Society In Myanmar Civil Society Had For Much Of The Past 60 Years Defined Itself In Opposition To The Military Government Which Sought To Control If Not Extinguish It However Most People Agree That Civil Society Continued To Operate Under The Regime Albeit In A Very Confined Space With Expressions Of Civil Unrest Brutally Suppressed However The Opening Up Of Society After 2010 And The Installation Of A Democratically Elected Government In 2015 Brought Into Question The Meaning And Role For Civil Society In Myanmar And Civil Society Organisations Csos In Particular The Newly Elected Government Has Even Questioned The Need For Civil Society Since The People Had Spoken So Emphatically In Electing The Nld To Represent Them The Role Of Civil Society Is Therefore Vital In Providing The Checks And Balances Needed To Ensure Truly Democratic And Accountable Government One Element Of The Eccso Project Is The Production Of Two Discussion Papers That Will Further Our Understanding Of Civil Society In Myanmar These Papers Will Be Used To Stimulate Interest And Instigate Discussion On The Potential Role Of Civil Society In A Newly Democratizing Society Purpose Of ConsultancyMuch Has Been Written About Civil Society In Burma Myanmar Over The Years But This Is Contained In Disparate Often Difficult To Access Documents In English Or Other International Languages While Well Researched And Well Argued Most Of These Articles And Books Are Not Suited To Translation Due To Their Academic Language And As Such Are Inaccessible To The Vast Majority Of People Living In The Country There Have However Been Some Notable Exceptions To This In Recent Years The Purpose Of This Consultancy Is To Bring Together This Information In Several Papers Using A Concise And Reader Friendly Style These Documents Will Promote A Common Understanding Of The Important And Distinctive Role Of Civil Society In Myanmar And How International Assistance Is Strengthening And Or Undermining This Role Specific Objective To Prepare Two Discussion Papers Of Approx 15 Pages Each In Both English And Myanmar On The Topics Of 1 The Role Of Civil Society In A Democratic Myanmar And2 The Impact Of Institutionalising Development On Csos In Myanmar The Target Audiences Of Both Papers Are Myanmar Csos Government Policy Makers Local Authorities Ingos And International Donors In Myanmar And The Papers Should Be Written With These Groups In Mind Process And TimeframeThe Role Of Civil Society In A Democratic MyanmarThis Paper Will Trace The History And Evolution Of Civil Society In Myanmar From Independence Until Today Suppressed But Not Extinguished Under The Military Regime Its Re Emergence During The Cyclone Nargis Response The Confusion In Role After The Election Of The Nld And The Recent Mushrooming Of Csos In The Face Of Shrinking Civic Space The Paper Should Also Acknowledge That Civil Society Organisations Are Much More Extensive And Diverse Than Simply Those Engaged In Development Activities E G Artists Cooperatives School Committees Theatre Groups Sporting Clubs An Eccso Sponsored Cso Forum In 2016 Produced Some Interesting Information On The Role Of Civil Society From The Perspectives Of A Large But Select Group Of Csos The Consultant Will Draw On The Forum Report And Check For Other Unpublished Material Held By Other Agencies To Better Understand The Role Of Civil Society From A Myanmar Perspective It Is Suggested That The Paper Look At The Commonly Accepted Model Of Society Being Comprised Of Three Spheres Government Private Sector Civil Society And Explore The Applicability Of This Paradigm To The Myanmar Context It Would Be Interesting To Identify How The Perceived Roles And Domains Of The Three Sectors Differ In Myanmar And How These Are Being Impacted By The International Neo Liberal Agenda Of Minimizing The Role Of Government It Is Expected That This Paper Will Be Based On An Extensive Literature Search Of Material Written On The Topic Over The Years In English Myanmar And Possibly Other European Languages A Conventional Literature Review Is Not Required But All Findings Should Be Properly Attributed And A Detailed List Of References Annexed To The Paper The Impact Of Institutionalising Development On Csos In Myanmar This Paper Will Look At The Impact Of Outside Interventions That Inadvertently Shape Local Csos In The Image Of Ingos And Funding That Encourages Them To Articulate Development In Time Bound Projects Capacity Building Efforts Tend To Focus On Stock Practices And Skills And Organizational Development Tends To Adopt A Standard Vision Of What A Strong Capacitated Organisation Looks And Acts Like At The Same Time Development Csos Are Encouraged By Donors To Perceive Development As A Series Of Interventions To Be Funded As Discrete Projects These Approaches Both Have Their Strengths And Weaknesses In Terms Of Motivation And Sustainability Of Csos In Myanmar Standard Training Packages Are Often Meted Out To Csos Assuming The Set Of Skills Needed Is The Same For All Of Them Many Of These Skills Are Aimed At Improving Project Design And Management And Accountability To Donors Rather Than At Working With Communities On Organic Development The Knowledge And Skills Gained Through These Trainings Often Give Participants The Confidence To Seek Other Paid Jobs Leaving Their Organisation Actually Weakened As A Result Much Has Already Been Written Often By The Donors Themselves On The Negative Impact Of Project Based Development And Yet It Persists Undiminished Project Based Funding Treats Development As A Linear Manageable Process And Encourages Short Term Visioning And The Need For Instantaneous Results Community Expectations Are Also Defined By This Short Term Project Perspective And Yet There Are Clear Advantages Developing Certain Core Skills And Articulating Exactly What Will Be Done And By When In Myanmar Volunteering Is A Common Aspect Of Life With Volunteers Often Motivated By Wanting To Help My People These Efforts Usually Go Undocumented And Unrecognised They Are Often Associated With Ill Defined And Flexible Aims Organizational Structures And Expectations That Come And Go Over Time Little Has Been Written About How Conventional Development Assistance Is Impacting On Them While Civil Society In Myanmar Extends Well Beyond Those Groups Undertaking So Called Development Activities This Paper Will Focus On These Development Groups This Paper Will Explore What Binds Groups And Movements Together And How Standard Organizational Models And Skills Development Are Impacting Positively And Negatively On The Sustainability And Efficacy Of Such Groups TimeframeIt Is Expected That The Two Papers Will Be Prepared During October November 2019 With A Deadline For Submission Of The Final Papers In English And Myanmar Of 30 November 2019 Any Extension Of Time Will Require Approval Of The Aam Head Of Program Quality Research Outputs DeliverablesA Brief Study Protocol Including But Not Limited To A Working Outline Of The Two Papers Proposed Data Collection Literature Search Methods And Proposed Schedule For The Work This Should Be Provided Prior To Work Commencing On The Papers Presentation Of A Draft Of The Two Papers For Comment By Eccso Staff And Interested Others Prior To Completion Of The Documents Two Discussion Papers In English Each Of Approx Fifteen 15 Pages Along With Myanmar Translations That Address The Topics Set Out Above And Are Structured To Invite Discussion Of The Findings Accompanying Each Paper Will Be A Detailed List Of References Covering All Documents Reviewed In Preparing The Paper Management And ReportingRoutine Supervision Of The Consultant Will Be Provided By The Eccso Consortium Manager And In His Absence By The Aam Head Of Program Quality Research Project Staff Of The Eccso Project At Aam Cbi And Pte Can Provide Logistical Support And Guidance With Respect To Accessing Cso Partners Of The Project If So Required The Eccso Program Management Team Comprised Of Project Staff From The Three Consortium Members Along With The Aam Head Of Program Quality Research Will Be Responsible For Approving The Outputs And Will Determine If The Consultant Has Satisfactorily Completed Her His Work BudgetThe Total
