Tenders Are Invited For Consultant Technical Support To The Office Of The Ombudsman In Its Role For Promotion And Protection Of Child Rights BackgroundFor The Past 27 Years Unicef Has Been A Strategic And Trusted Partner Of Turkmenistan Working Closely To Support Child Rights And Promote Equity Complementing National Development Priorities Such As The Social And Economic Development Programme And Other National Policies Unicef Continues To Provide Technical Assistance To Improve Legislation And Policies Capacity Building Of Institutions And Public Agencies And Support For Families To Better Care For Their Children Within The Turkmenistan Unicef Country Programme For The Period 20162020 Unicef Supports The Government Of Turkmenistan To Accelerate The Universal Realization Of Child Rights By Aligning Legal Frameworks Policies And Practices For Children With International Standards Turkmenistan Is A Signatory To Major Treaties Conventions And Declarations Relating To Facilitation Of The Rights Of The Children Including The Convention Of The Rights Of The Child Uncrpd Cedaw The Total Population Is Estimated At 5 565 Million People 1 50 2 Percent Being Women With 30 Per Cent Reported To Be Under 14 2 The Country Has A High Fertility Rate Compared With Its Neighbors In Part Due To Birth Incentives From The Government The Total Fertility Rate Among Women Of Reproductive Age Is 3 2 3 Turkmenistan Conducted Its First Population And Housing Census In 17 Years In 2012 Data On Women And Children Are Mostly Available Through The Results Of The Multiple Indicator Cluster Surveys That Were Conducted In Turkmenistan In 2006 And 2015 16 Both Were Made Publicly Available On The Mics Global Web Site 4 In Terms Of Data Collection The State Statistics Committee Is In The Process Of Implementing A New Round Of Multiple Indicator Cluster Survey Mics Mics Will Provide An Opportunity To Provide Data For About 25 Sdg Indicators Most Importantly At The Disaggregated Level This In Turn Will Serve As A Major Milestone In Measuring The Achievements Of Turkmenistan Toward Sdgs To Further The Child Rights Agenda Unicef Worked With Partners To Put In Place The First Baseline Assessment In 2018 For 55 Child Related Sdg Indicators Accounting For 29 Of All Indicators It Was The First Attempt To Look Into Actual Availability Recentness And Disaggregation Of Data To Serve As Baselines For Sdg Indicators Focusing Primarily On Child Related Indicators The Government Of Turkmenistan Adopted The National Plan Of Action Npac For Realization Of The Rights Of The Children In 2018 The Plan Is Founded On The Principles Of The Un Convention On The Rights Of The Child And Other International Agreements On Behalf Of Children To Which Turkmenistan Is A Party The Npac Provides A Holistic Framework For Integrating All Policies And Plans Developed By The Government Of Turkmenistan And Civil Society To Promote The Well Being Of Children The Npac Provides A Mechanism That Enhances Coordination Collaboration And Mainstreaming Of ChildrenS Rights Across State Policy Through The Development And Implementation Of Inter Sectoral Programmes That Guarantee The Rights And Welfare Of Children As Well As Its Independent Monitoring Unicef Started Collaboration With The Newly Established Office Of The Ombudsman Oo In The First Year Of Its Collaboration Unicef In Partnership With The Oo Conducted A Round Of Workshops And Monitoring Visits To All Velayats Of Turkmenistan Covering Functions Of The Newly Established Oo And Child Rights And Wellbeing The National Human Rights Institutions Are One Of The Pillars Of The Sustainable Societies And Ensure Independent Monitoring Of The Situation Providing Continuum Of Feedback Into The Policy Being New The Oo Still Lacks Capacity And Is Under Resourced While It Recognizes That The Issues Of Children Require Specific Attention Expertise And Support Purpose Of The AssignmentGiven The Above Context The Overall Purpose Of The Assignment Is To Provide Support To The Office Of The Ombudsman In Strengthening Its Status Functional Mechanisms Practices And Capacity For Independent Monitoring Of ChildS Rights In Line With International Standards Including Youth Engagement Handling Of Child Related Complaints And Development Of Alternative Crc Reporting Specific TasksSpecifically The Consultancy Will Institutional Capacity Building Of Oo Contribute To The Development 5 Year Strategic Vision Document For The Office Of The Ombudsman To Ensure That The Office Operates In Compliance With The Paris Principles Adopted By The General Assembly In 1993 Contribute To Strengthening Oos Collaboration With Central And Local Level National Authorities As Well As The Existing National Human Rights Institutions To Promote ChildrenS Rights Further Expand Cooperation With Civil Society Organisations And Corporate Sector Including In The Regions Enhance Oo Capacity For Processing And Analysing Complaints Related To Child Rights Advancing Independent Monitoring Capacity Of Oo Including For Public And Closed Institutions For Children Other Duties As Required In Consultation With Child Rights Monitoring Specialist Evidence Generation And Dissemination Lead The Engagement Of Young People In The Participatory Process Of Development Review And Agreement On The Format And Content Of The Second Annual Report Of The Oo Lead Processes Of Collecting Analysing And Compiling Data And Information For Annual Report Of Oo Including On Processed Complaints If Agreed Support Development Of An Alternative Report To The Committee On The Rights Of The Child Support In Capacity Building For Alternative Report Preparation Advocacy For Protection Of Child Rights Support To Oo In Harmonizing National Legislation Regulations And Practices With The Convention On The Rights Of The Child Its Optional Protocols And Other International Human Rights Instruments Regular Informational Support To Oo Advocacy And Technical Discussion International Standards Briefs Situational Analysis Contributing To The Preparation Of Statements And Presentations On Child Rights Promotion And Protection With Reference To International Standards Support Strengthening Of The OmbudsmanS Cooperation With Media In The Area Of Child Rights Protection Including Regular Media Monitoring On Violations Of Child Rights And Initiation Of NccrS Response To The Media Identified Facts Of Child Rights Violations The Consultant Will Support The Workshops Organized Centrally And In The Velayats Promote Information On Crc Concluding Observations Child Rights Monitoring And Will Help Guide The Discussion With The Workshop Participants Special Attention Will Be Paid To The General Measures Of The Crc Implementation 5 And The Child Rights Governance With Focus On Marginalized And Disadvantaged Children Including Child Rights Monitoring Ways To Strengthen National Systems And Building Awareness And Capacity Protection Of Child Rights In Emergencies And Building Resilience In Children And Systems To Withstand Multiple Shocks And Stresses Will Be Also Given Prominence The Impact Of The Consultancy Will Be Increased Awareness Of Child Rights Crc Concluding Observations Amongst Government Ministries Institutions Members Of The Mejlis The Institute Of State Law And Democracy And National Ngos Reporting Requirements The Initial Contract Is Until 31 December 2019 And Will Be Extended Subject To Satisfactory Performance And Funds Availability The Distribution Of Tasks And Corresponding Deliverables Are Suggested Below Which Will Be Refined And Revised With The Selected Consultant And In Close Consultation With The Ombudsman The Consultant Will Report Directly To The Ombudsman On A
