Expressions Of Interest For Econsult Motorcycle Safety In AfricaThe Objective Of The Research Work Is To Assess International Best Practices Collate Available Data Information Investigate Motorcycle Safety In Africa And Provide Comprehensive Strategic Recommendations To Inform Policy Advice And Technical Assistance To The Regional Member Countries Scope Of The StudyThis Consultancy Services Are Planned To Be Executed In Two Phases The Activities Of Phase I Are As Specified From Task A Up To Task D With Deliverables Indicated In Section 4 Below Phase Ii Is Optional And May Contain Extension And Expansion Of The Consultancy Services To Cover Four More Countries On Top Of Three Countries Selected For Phase I As Specified In Section B The Execution Of Phase Ii Is Subject To The Availability Of Funding To Cover Additional Expenses For Expanding The Number Of Countries From Three To Seven The Services To Be Accomplished In Phase I Are Described In The Following Four Tasks For Ease Of Presentation The Consultant Should Make Maximum Effort In Liaison With Afdb And World Bank Grsf To Achieve The Objective Of The Assignment Fully And Completely Task A In Depth Review Of International Practices Motorcycle Crash Is One Of The Main Road Safety Problems Worldwide Legal Technical And Operational Factors Are Very Important In Influencing Motorcycle Safety Good Policies Laws Regulations And Their Adequate Enforcements Are The Basis For Providing Ideal Environment For Safe Operation Of Motorcycles They Normally Cover Wide Aspect Of Safety Factors Such As Quality Standards To Import And Produce Operating Motorcycle Conditions Training And Licensing And Specification Of Helmets And Their Use Public Education And Awareness On The Safe Use And Enforcement Of The Available Laws And Regulations Are Also Significantly Important For Motorcycle Safety Many Countries Facing Motorcycle Crash As Major Road Safety Problem Have Made Various Research Works That Have Drawn Recommendations Which Resulted In Proven Practices To Be Effective For Motorcycle Safety The First Of The Study Tasks Is Therefore To Undertake A Comprehensive Review Of International Practices On Motorcycle Safety And Select Transferable Best Practices To African Conditions Task B Investigate Motorcycle Crash Fatalities Injuries The Use Of Motorcycle For Personal And Public Transportation And Fast Delivery In Both Urban And Rural Setups Is Rising In Africa On The Other Hand The Legal Technical And Operational Issues Related To Motorcycle Safety Are Not Well In Place In Most African Countries The Rise Of Motorcycle Use On One Hand And The Absences Of Legal Technical And Operational Conditions For Safe Use Of Motorcycle On The Other Hand Are Contributing To The Increasing Motorcycle Crash Fatalities And Injuries In The Continent The Consultant Should Conduct A Desktop Assessment Of The Motorcycle Safety In African Countries The Purpose Of The Desk Study To Gather Sufficient Information On Trends And Severity Of Motorcycle Safety In Africa The Information Will Also Be Used To Select Representative Countries For Detailed Investigation Of Motorcycle Crash Fatalities And Injuries In Africa The Consultant Based On The Desk Study Shall Propose And Agree With The African Development Bank On The Selection Of Representative Countries Which Provide A Balanced Coverage Of The Scale Of The Problem In The Different Geographical Regions Of Africa The Activities Of Investigating Motorcycle Safety Crashes Will Involve I Assessment Of Policies Laws Regulations And Enforcements Related To Motorcycle Safety Ii Collating Available Data From Police And Hospital Consultation Of Victims And Other Stakeholders And Ii Systematically Assemble The Data And Carry Out Appropriate Analyses In Order To Assess The Severity And Trends In The Last Five Years And Identify Major Causes Of Motorcycle Crashes In Three Selected Countries Candidate Countries Include Cameroon Central Region Burkina Faso Western Region And Uganda Eastern Region But The Final List Of Countries Will Be Confirmed To The Consultant Upon Contract Signature Task C Identification Of Major Causes Of Motorcycle Crash The Consultant As Part Of The Analysis Of The Available Data Information In Task B Will Identify Major Causes Of Motorcycle Crashes Related To But Not Limited To Safety Standards Of Motorcycles Helmet Standard And Use Training And Licensing Drinking And Riding Regulation And Enforcement Road Environment And Post Crash Care System The Task Should Include Producing A Short Description Elaborating The Extent Of The Problem And Main Causes Of Motorcycle Crashes And Their Severity For Setting Up A Clear Background And State Of The Problem For Providing Recommendations Of Interventions As Described In Task D Below For Each Selected Country As Well As For The Continent Task D Strategic Recommendations Based On The Tasks Described Above The Consultant Will Come Up With Countermeasure Interventions Corresponding To The Identified Major Causes Of Motorcycle Crashes For Each Selected Country For The Study The Principal Output Of The Study Is However Comprehensive Strategic Recommendations For Holistic Policy Advice And Technical Assistance To Regional Member Countries
