Expression of Interest are invited for Umbrella Non Governmental Organization to Coordinate Social Mobilization in the Newmap States 20 Nos This request for expression of interest follows the update of the general procurement notice for this project that appeared in UN Development business issue of 27th April 2012 and in Nigeria newspaper of 27th September 2012 As part of Government commitment to transformation of the Nigerian socio economy landscape a multi sector project is being executed in Nigeria to mitigate the vulnerability to erosion and support the people as they relate to their land The Nigeria Erosion and Watershed Management Project is an 8 year multi sectorial and multi scale program that targets states with acute gully erosion The project Is involving many Federal and State Ministries Departments and Agencies MDAs Local Governments communities and civil societies who are responsible for planning economy finance and works agriculture water resources forest transport power emergency response as well as those focused on climate and hydrological information or watershed basin regulation In order to achieve this Federal Government of Nigeria FGN has received a credit of US 500 million from the international development Association IDA for the implementation of the Nigeria Erosion and Watershed Management Project The Federal Project Management Unit of the Nigeria Erosion and Watershed Management Project intends to use part of the proceeds of the credit for the recruitment of an Umbrella Non Governmental Organization UNGO to coordinate Social Mobilization in the NEWMAP States 20 Nos at the local Government grassroots catchment levels OBJECTIVESThe UNGO will focus on community mobilization and social accountability on participatory watershed management working closely with the engineering teams livelihood safeguards action learning O M and beneficiary verification UNGO is expected to encourage gender equity in community organization and responsibilities Specifically the Umbrella NGO will provide the following services 1 Community Mobilization a Develop a comprehensive Community Mobilization Strategy that will guide Focal state NGOs FONGOs in mobilizing the communities to plan and implement watershed management activities and to access the sub grants for enhancement of livelihoods b Develop a detailed operating manual that would help focal NGOs to ensure that the local community is well informed and empowered to participate in land use planning and conservation measures 2 Social accountability on participatory watershed Management1 a Provide guidance to the FONGO in working closely with the Engineering team and the communities to ensure a strategic combination of civil engineering designs vegetative land Management and other community led adaptive livelihood initiatives for each sub catchment watershed2 b Provide guidance to the SPMU and the FONGOs in designing suitable resettlement plan where necessary 3 Supervisiona In a transparent process identify Focal state NGOs through a development of selection criteria and assist SPMU in identification 1 b Visit the states frequently and work alongside the FONGOs to ensure consistency and quality 4 Capacity Buildinga Develop training materials and implement training courses for FONGOs in Community mobilization ii Participatory Rural Appraisal PRA for watersheds both urban and rural iii conflict resolution and iv livelihoods 5 AdvocacyProvide overall guidance to FONGOs in working with the communication specialist to develop a communication strategy that will encourage better land and water management Including i sensitization on community in land use plans ii adoption of water harvesting soil and water conservation practices iii communal labor to maintain drainage structures restoration arid maintenance of vegetation iv community livelihoods and enterprise for example geotextiles and gabion boxes production v community environmental and gully formation monitoring b Work with the communications specialist at the Federal and state levels to help craft message for various stakeholders and help design effective campaigns to disseminate key ideas The consulting NGO would be hired for an initial period of 2 years to provide the servicesSUBMISSION OF EXPRESSION OF INTEREST EOls Nigeria Erosion and Watershed Management Project now invite eligible consulting NGO consultants to indicate their interest in providing the services Interested Consultants should provide information demonstrating that they have the required qualification and relevant experience to perform the services The shortlisting criteria are i evidence showing the fields of specialty of the NGO Consultant s profile brochure ii evidence showing that the NGO is a legal entity certificate of registration iii evidence of registration with relevant authorities and professional bodies iv evidence showing the technical and managerial capabilities of the NGO in the field of assignment v experience of working in a similar geographical region vi description of similar assignment vii availability of appropriate skills among staff and availability of essential technology etc for each previous project performed the consultant shall provide the name and the contract of the client office email address and telephone number date s of execution name s of lead and associate NGO
