Expression of Interest are invited for Consultancy Services 1 0 INTRODUCTIONNational Horticultural Research Institute NIHORT Ibadan with the mandate to conduct research into genetic improvement production processing storage utilization and marketing of tropical fruits vegetable ornamentals spices other medicinal and aromatic plants of nutritional and economic importance In compliance with the provisions of the Public Procurement Act 2007 the Institute hereby invites interested reputable and competent companies consultancy firms with relevant experience and good track records to submit Expression of Interest for Appointment as External Auditors 2 0 ELIGIBILITY REQUIREMENTSProspective bidders are required to submit the following documents i Evidence of Registration with the Corporate Affairs Commission namely Certificate of Incorporation memoranda Articles of Association form CAC 7 CAC2 Certify True Copy ii Company s Tax Clearance Certificate for three years i e 2016 2017 and 2018 Expiring 31st December 2019 or Personal Tax Clearance Certificates of all Partners of responding companies for the last three years 2016 2017 and 2018 iii Evidence of current Pension Compliance Certificate expiring on 31st December 2019 iv Evidence of current Industrial Training Fund ITF Compliance Certificate expiring on 31st December 2019 v Evidence of Nigeria Social Insurance Trust Fund NSITF Compliance Certificate expiring on 31st December 2019 vi Evidence of Registration on the National Database of Federal Contractors Consultants and Service Providers by submission of Interim Registration Report IRR expiring on 30 June 2019 or valid Certificate issued by BPP vii Evidence of payment of annual registration with the Office of Auditor General of the Federation viii Evidence of Practice Licence issued by ICAN ANAN etc ix Detailed Company s firm s profile indicating management structure size strength and numbers of Management Technical and Non Technical Staff including Names qualifications and years of experience as well as Academic Professional Certificates x Verifiable evidence of at least three 3 similar assignment of comparable complexity tabulated in the last five 5 years with details comprising of Client Name Brief description of Project as completed or on going In Addition evidence of award letters Payment Certificate if on going and completion certificate from clients xi Evidence of financial capability to execute the project by submission of Reference Letter from a commercial bank in Nigeria indicating willingness to provide credit facility for the execution of the project when needed Please note that banker s letter merely stating that the applicant is a customer or maintains an account without commitment funds will be made available is not acceptable xii Evidence of Audited financial statement for the last three years i e 2016 2017 and 2018 stamped and signed by client s Auditor Turnover as reflected in financial statements must correspond with that on the Firm s Tax clearance certificate xiii Current sworn affidavit disclosing a That the company is not in receivership insolvent or bankrupt b That the company does not have any Director who has ever been convicted in any court in Nigeria or any other country for criminal offence in relation to fraud or financial impropriety c Whether or not any officer of the relevant committees of the National Horticultural Research Institute or the Bureau of Public Procurement BPP is a former or present Director Shareholder or has any pecuniary interest in the bidder and that all commit NIHORT to awarding contract to any service provider company firm c NIHORT reserve the right to verify claims made by any service provider company firm d Submitting false document is an offence which will lead to disqualification and prosecution e The NIHORT is not hound to shortlist any bidder and reserves the right to annul the Procurement process at any time without incurring any
