Expression of Interest are invited for Recruitment of an ITA at the Guinean House of the Entrepreneur MGE The National Directorate of Rural Engineering via the Ministry of Agriculture has received funding from the French Development Agency AFD for the financing of the project for support of Rice Farming Systems in Mangrove Trees SARITEM and intends to use part of the amount thereof to make the payments for the provision of Technical Assistance services to the NGO Maison Guin enne de l Entrepreneur MGE for the implementation of the downstream component of the rice sector The aim of the SARITEM project is to contribute in a chain and territory logic to the improvement of food security and income in the sustainable rice farming systems of the mangrove areas while preserving the surrounding ecosystem The components or expected results of the intervention can be organized into three components as follows Component 1 Development and maintenance of rice plots o Strand 11 Rehabilitation and extension of facilities o Strand 12 Management maintenance and maintenance of facilities Component 2 Sustainable agricultural development and development of rice and solar salt sectors o Component 21 Sustainable Agricultural Development o Component 22 Downstream of the rice and solar salt sectors Component 3 Coordination monitoring and evaluation and environmental and social diligences o Section 31 Environmental and social support measures o Section 32 Monitoring and evaluation o Stream 33 Project Coordination The Services of the Candidate will be for technical assistance to the NGO Guinean House of the Entrepreneur MGE for the implementation of the downstream component of the rice sector This sub component aims to establish a quality rice sector within the operators so that they can obtain a better income and increase the volumes produced as well as to consolidate inter professional approaches The project will participate in the following activities 1 Consolidation of the processing and marketing activities of the upstream and downstream operators of the rice sector through the consolidation of the warehouses of the producers unions support for the empowerment of the groups of steamers dehullers and tradesmen the consolidation of the Koba and Tougnifily centers and the extension of the network of processing centers 2 Market development through sustainable quality rice approaches through the consolidation of the Fanyi B ra Maal collective brand and the development of other specific markets for mangrove rice to offer a differentiated range of quality rice mangrove and touch different types of market 3 Support for interprofessional dynamics through support for operator representations FOP BG FEDERIZ RBM legal and governance support economic technical assistance will focus specifically on the support of the MGE on the different aspects of strategic framing technical and budgetary programming specialized technical advice on demand monitoring and evaluation and capitalization processes Several highlights and principles are expected from this support At the start of the project the international service provider will have to support the MGE in the strategic technical and budgetary framework of the whole component in consultation with the various stakeholders concerned UGP DNGR FEDERIZ RBM FOP BG BDS SIPAG etc Support to piloting support will specifically concern support for strategic and operational steering of the component through the materialization and monitoring of activity dashboards and budget commitments consistent with the start up programming Methodological and technical support to the MGE Methodological and technical support will be provided on all the activities that will be implemented by the MGE whether on request or in depth on specific topics that will be pre identified during the start up phase Monitoring and evaluation support The international provider will provide support to the MGE concerning the monitoring and evaluation activities to be carried out It will have to ensure the robustness of the data collection system in coherence with the capitalization elements to be produced during and at the end of the project Reporting support The international provider will ensure the quality control of the annual activity reports mid term and end of project produced by the MGE Capacity building training and skills transfer The international provider will contribute to the capacity building of the different actors involved in the implementation of the project in the sector whether through formal training sessions implementation of approaches based on skills transfer or learning by doing This function will be based on the implementation of methodological approaches specific tools etc The sizing of the support provided by the international provider during the duration of the project is estimated as follows an international volunteer placed at the disposal of the
