Tenders Are Invited For Niger Recruitment Of 2 Individual Contractor National For The Conduct Of The Review Of The Rapidpro Project In The Diffa Region 35 Days 1 Backgroundthe Humanitarian Situation In The Diffa Region Is Characterized By Food Insecurity Malnutrition Population Movements Floods And Epidemics The Region Has In Particular 249 813 Displaced Refugees Returned Regional Directorate Of Civil Status July 2018 Unicef And Its Partners Are Responding To The Humanitarian Needs Of Vulnerable Populations In The Region Through Multi Sectoral Programs In Order To Monitor Unicef Supported Humanitarian Actions And Real Time Alerts In The Wash Nutrition And Education Sectors A Real Time Monitoring Platform Rapidpro Has Been Deployed Using Technology Sms Since September 2017 This Project Funded By Echo Has 3 Results The Second Of Which Concerns The Implementation Of Rapidpro Echo Funding Unicef And Its Partners Have Initiated Since 2018 A Discussion On The Performance Of The Initiative The Opportunities For Its Continuity The Potentialities Of Some Sectorial Analyzes Not Yet Sufficiently Exploited And The Feasibility Of Scaling Up Emergency Zones In Diffa For Each Sector These Discussions Are Continuing And An Independent Review Of The Initiative Is Needed To Draw Lessons For Better Capitalization Of Achievements And Lay The Groundwork For Future Actions 2 Objective Triangulate The Available Data From Multiple Sources All This Information Combined Will Provide Answers To The Mentioned Evaluation Questions The Overall Approach And Complete Methodology Of The Review Will Be Reviewed And Refined With The 2 National Individual Contractorselected On The Basis Of The Most Relevant Technical Offer However In Order To Ensure The Ownership Of Results By The Stakeholders The Process Should Be Participatory This Will Mainly Involve Defining The Different Levels Of Participation That Are Relevant To The Exercise And Identifying The Different Types Of
