Tenders Are Invited For Consultancy Child Protection Officer For Case Management 3 Persons Seconded To The Centre For Social Welfare Bihac Unicef Works In Some Of The WorldS Toughest Places To Reach The WorldS Most Disadvantaged Children To Save Their Lives To Defend Their Rights To Help Them Fulfill Their Potential Across 190 Countries And Territories We Work For Every Child Everywhere Every Day To Build A Better World For Everyone And We Never Give Up For Every Child ProtectionIn 2018 And 2019 Bosnia And Herzegovina Bih Has Been Facing An Increasing Influx Of Migrants Asylum Seekers And Refugees After Previously Popular Migration Routes To Western Europe Through The Balkans Shut Down In 2017 Over 29 355 Persons Arrived In Bih From January 2018 Through April 2019 Including An Estimated 19 Per Cent Of Children And 8 Of Unaccompanied And Separated Children Uasc The Majority Arrived Over Land In An Irregular Manner Mostly From Serbia While A Smaller Proportion Came Through Montenegro Arrival Trends Since The Beginning Of 2019 Remained Steady At 150 200 New Refugees And Migrants In Bih Per Week Increasing However In March And April To More Than 500 New Refugees And Migrants Per Week This Represents A 40 Increase To The Average Weekly Arrivals In February 2019 While In Comparison To Same Period Last Year Similar Figures Were Recorded For The Entire Month Of March Of 2018 Trends Of Increasing Number Of Refugees And Migrants Arriving To Bih Are Very Likely To Continue As The Weather Gets Milder And Traveling Conditions Continue To Improve Majority Of Refugees And Migrants Are Accommodated In Una Sana Canton At This Moment May 2019 3 109 Refugees And Migrants Are Placed In One Of The Four Transit Reception Camps Trcs Managed By Iom 1 Trc Bira In Bihac Accommodates 1 655 Persons Of Concern Out Of Which 22 Are Children And 294 Unaccompanied And Or Separated Children Uasc 2 Trc Borici In Bihac Accommodates 387 Persons Of Concern Out Of Which 161 Are Children 3 Trc Sedra In Cazin Accommodates 370 Persons Of Concern Out Of Which 153 Are Children And 3 Uasc 4 Trc Miral In Velika Kladusa Accommodates 697 Persons Of Concern Out Of Which 6 Are Uasc And No Families With Children Are Present In The Camp Government Systems In Bih Struggle To Cope And Most Services Are Provided By Humanitarian Actors Including The Un And Ngos And Funded By The International Community Including Accommodation In Temporary Reception Centres Food Health Care And Protection With Significant Delay Some Public Services Are Now Scaling Up And Reaching The Most Vulnerable Refugees And Migrants Including Unaccompanied And Separated Children Although Coordination Challenges Across Different Levels Of Governance Remain Unicefs Humanitarian Response Takes A Two Track Approach 1 Immediate Humanitarian Assistance And Protection To Migrant Asylum Seeking And Refugee Children Especially Uasc Working In Close Collaboration With Government Authorities At All Levels Un Agencies Such As Unhcr Iom Unfpa Who And Csos 2 Strengthening Child Protection Health Nutrition And Education Systems To Provide Better Services To All Vulnerable Children In Bih Through Capacity Building Policy Reform And Technical Assistance The Response Cuts Across The Following Key Programming Areas Child Protection Education Health And Nutrition And Delivery Of Essential Non Food Items With Unicef Support A Designated Zone For Uasc Has Been Established In Trc Bira Where More Than 300 Uasc Are Being Provided With Protection Services And Non Formal Education In Addition Unicef Is Providing Continuous Support To Local Centres For Social Welfare To Provide Legal Guardianship To Identified Uasc Best Interests Assessment Referral To Different Types Of Services And Child Protection Monitoring In The Current Evolving Crisis Where Many Uasc Are Being Identified At The Entry Points To Una Sana Canton Outreach And Casework Are Essential In Order To Protect Unaccompanied And Separated Children On The Move Dedicated Social Workforce Capacity For Outreach To Monitor The Situation Identify Children On The Move Provide Legal Guardianship Protection And Referral Services Is Required How Can You Make A Difference Under The General Guidance Of The Child Protection Emergency Specialist In Bihac And In Close Cooperation With The Centre For Social Welfare Bihac And Other Child Protection Actors And Frontline Workers Present In The Field The Incumbent Will Be Responsible For Child Protection Monitoring And Outreach Work The Child Protection Officer For Case Management Will Be Part Of The Outreach Mobile Team And Will Be Responsible For Ensuring Child Protection Monitoring In The Field Conducting Early Identification Of The Most Vulnerable Children Including Uasc Providing Legal Guardianship To Uasc Escorting Children To Appropriate Accommodation Facility Shelter Referring Children And Families To Meaningful And Life Saving Assistance Duration Of The Assignment Preferably Starting As Soon As Possible Until 31 December 2019 Main Responsibilities And Tasks Undertake Field Visits With Other Members Of The Outreach Mobile Team And Ensure Child Protection Monitoring In Una Sana Canton Ensure Early Identification Of Vulnerable Children And Families With Adequate Attention To The Specific Needs Of Uasc And Provide Appropriate Referral To Protection And Other Services Provide Psychological First Aid And Psychosocial Support To The Identified And Most Vulnerable Children Enable Immediate Appointment Of Legal Guardianship To Uasc And Escort Of Uasc To Adequate Accommodation Including But Not Limited To Designated Zones For Uasc In Reception Facilities Shelters Conduct Initial Best Interests Assessment Of Uasc And Continuous Best Interests Determination Of Uasc Advocate Promote And Apply Humanitarian Principles By Reinforcing A Human Rights Based Approach Conduct Targeted Distribution Of Available Non Food And Food Items And Prevent Unnecessary Hardship Enable Information Sharing And Raise Awareness About Available Services Maintain Regular Exchange Of Information With The Centre For Social Welfare Bihac And Other Centres For Social Welfare In Una Sana Canton And Excellent Communication And Collaboration With Other Partners And Key Actors Present In The Field To Qualify As An Advocate For Every Child You Will Have Minimum Of Bachelors Degree In Social Work Psychology Or Social Sciences A Minimum Of 3 Years Of Working Experience In Child Protection Knowledge Of National Legal Framework Related To Child Protection And Social Welfare Good English Skills Ability To Work Through Networking And Partnership In The Un System Experience In Working With Refugee And Migrant Populations And Experience In Similar Emergency Settings Considered An Advantage Willingness And Commitment To Work In A Challenging Environment And Sometimes Outside Of Regular Working Hours For Every Child You Demonstrate
