Unique Needs Of Young People Has Gained Momentum As The Challenges They Face Have Come More Sharply Into Focus Poverty Violence And Other Disadvantages Continue To Limit The Lives Of Young People Nurturing Them Through These Vulnerable Years Provides The Key To Unlocking A Better Future For Them And Their Societies In 2018 Unicef Launched Generation Unlimited A Global Partnership That Aims To Ensure That Every Young Person Aged 10 24 Is In Some Form Of Education Learning Training Or Employment By 2030 To Ensure That This Population Group Particularly The Most Vulnerable And Marginalized Receive The Support They Need To Reach Their Full Potential Efforts Will Be Required To Strengthen Their Connections To Caring Adults And Their Access To Quality Health Education Social Assistance Protection Services And Participation Opportunities According To The World Population Prospects 2017 The World Is Home To Approximately 1 8 Billion Young People 1 While There Are No Universally Accepted Definitions For Adolescence And Youth The United Nations Understands Adolescents To Include Persons Aged 10 19 Years And Youth As Those Between 15 24 Years Together Adolescents And Youth Are Referred To As Young People Encompassing The Ages Of 10 24 Years In The Eastern Caribbean Area Eca On Average Adolescents And Youth Account For 15 Per Cent And 16 Per Cent Of The RegionS Population Respectively For Barbados Adolescents Account For 14 Per Cent Of The Overall Population And Youth Account For 13 Per Cent As Countries Begin To Shape A New Future Based On The Sustainable Development Goals Sdgs There Is Growing Recognition That Success Will Require Investing In Young People Realising The Rights Of Adolescents And Youth And Advancing Their Development Must Be Preceded First Of All By A Keen Understanding Of Their Current Circumstances Based On Evidence Using The Latest Available Data From National Systems And Surveys Supplemented By Research Studies Where Appropriate Is Central To The Ministry Of Youth And UnicefS Work In Evidence Generation And For Monitoring The Sdgs Disaggregating Data Looking Beyond National Averages Will Help To Identify The Adolescents And Youth Who Are Still Being Left Behind Following An Exercise On The Mapping Of Adolescent And Youth Data In Barbados It Was Revealed That A Significant Amount Of Information Is Available In Key Areas Such As Health Education Protection And Poverty Among Others See Annex 1 The Analysis And Disaggregation Of Data On Young People Is Critical In Making Visible The Heterogeneity Of Adolescent And Youth Subgroups And Identifying The Key Issues Requiring Attention The Data Analysis And Findings Will Help Decision Makers Governments Ngos And Advocacy Organisations Identify Marginalized Young People Take Appropriate Policy And Programme Decisions Prioritize Investments And Where Data Are Insufficient Or Absent Motivate Additional Data Collection Analysis And Programme Oriented Research This Activity Will Be Implemented In Partnership With The Ministry Of Youth And Community Empowerment Barbados And Aligns With The Unicef Global Initiative Called A Young PeopleS Agenda Unicef Eastern CaribbeanS Work On Generation Unlimited Is An Area Of Convergence Among Programme Pillars Undertaken In Collaboration Among Child Rights Monitoring Lifelong Learning And Safety And Justice Components And The Cross Cutting Areas Of Advocacy And Communication For Development Purpose Scope Of Assignment Unicef Eca And Ministry Of Youth And Community Empowerment Require The Technical Assistance Of A Consultant To Conduct The Analysis Of The Existing Data And Present The Results For Young People In Barbados Using The Findings From The Analysis The Consultant Will Develop A Key Findings Report On Youth In Barbados And A Data Fact Sheet With Key Graphic Highlights The Generation Unlimited Study Will Also Contribute To The Development Of The Youth Strategy Of Barbados And The Aim Is To Integrate Findings Into The Proposed Youth Index The Consultant Will Undertake Analysis Using The Primary Data Sources Including Reports And Survey Datasets Such As Latest Survey Of Living Conditions Slc Multiple Indicators Cluster Survey Mics Labour Force Survey Lfs Populations And Housing Census Phc Education Statistical Digest And Others Annex 1 The Mics Template For Thematic Analysis On Young People And The Snapshot Template For The Fact Sheet Will Be Used And Adapted As Required Key Expected Results 1 Graphs And Or Tables On Relevant Indicators Related To Adolescents Health Education Social Protection Safety Justice Unemployment Poverty And Other Topics Including Key Disaggregation Are Developed This Deliverable Will Contribute As Input To The Generation Unlimited Equity And Well Being Report And Fact Sheet 2 Generation Unlimited Study On Equity And Well Being Of Youth In Barbados Findings Report With Analytical Results 3 Generation Unlimited Study On Equity And Well Being Of Youth In Barbados Summary Of Key Findings With Visual Graphs And Key Messages 4 Workshop On Data Analysis For Ministry Of Youth Staff And Other Relevant Partners Is Facilitated Key Steps And Lessons From The Analysis How It Was Conducted Definition And Computation Main Findings On Equity And Well Being Of Youth From The Analysis Key Issues Emerging And Discussion Q A As Part Of The Quality Assurance Process The Ministry Of Youth And Community Empowerment Unicef And Other Partners In Barbados Will Review The Deliverables And Share Comments For Inclusion Response At All Stage Work Estimated For Completion Of The Assignment And Expected Deliverables The Planned Overall Duration Of This Consultancy Is 6 Months With Expected Start On 17 June 2019 And Completion By 31 December 2019 Travel Requirements The Consultant Will Travel To Barbados To Conduct Facilitate The Workshop Travel Arrangements Will Be Made Directly By The Consultant Unicef Will Cover The Costs Including Tickets Experience Qualifications The Consultant Is Expected To Possess A Masters Degree In Statistics Sociology Or Other Social Sciences At Least 10 Years Of Experience Conducting Analysis Using Datasets From Major Socio Economic Household Surveys Lsms Mics Lfs And Admin Sources Previous Experience Conducting Similar Analysis On Children And Young People In The Caribbean Strong Analytical Skills And Proven Experience In Data Analysis Using Datasets Of Major Socio Economic Household Surveys Advanced Skills In Statistical Analysis Software Especially Spss Excellent Written And Oral Communication
