Detecting Criminals Undp Requires An Experienced Afghan Police Canine Advisor To Assist In The Development Of Police Canine Activities And Strategies Preliminary Consultations With The Afghan Ministry Of Internal Affairs Moia And The Afghan National Police Anp In Kabul Has Highlighted The Importance Of Improving Police Canine Training In The Capital This Initiative Will Complement Other Security Efforts Being Undertaken By Moia With The Support Of International Partners Throughout The Assignment The Consultant Will Work In Close Coordination With UndpS Rule Of Law Human Security Rolhs Unit The Tsm Project Moia Anp And International Partners Duties And ResponsibilitiesObjectives Of The Assignment Working With The Undp Rule Of Law Human Security Rolhs Police Advisory Team And The Rolhs Monitoring Evaluation Team The National Consultant Will Provide Support To An International Police Canine Operations Advisor To Provide Afghan Context Support Meetings With Key Afghan Partners And Provide Technical Inputs As Required The National Consultant Will Be Responsible For Assisting Undp To Liaise With Afghan Government Counterparts Departments And Agencies And Will Also Be Responsible For Helping To Administer And Process Documents And Provide Support The Lotfa Police Advisory Team The National Consultant Shall Use Their Experience And Understanding Of The Afghan Context To Review And Provide Technical Inputs To The Design And Development Of A Fully Functional New Police Canine Training And Breeding Facility As Well As Any Other Documents Or Project Strategies As Requested By Undp Activities In Consultation With The Afghan National Police The Afghan Ministry Of Interior Affairs Moia Other Relevant Agencies Subject Experts And International Stakeholders The Consultant Will Undertake The Following Activities Prepare A Personal Inception Report And Work Plan In Consultation With UndpS Police Advisory Team And The International Police Canine Operations Advisor Provide Information And Support To A Comprehensive Baseline Assessment Report Reviewing The Status Of Professional Canine Expertise In Afghanistan The National Consultant Will Be Expected To Help Organize And Document The Meetings For This Assessment And For All Other Relevant Processes The National Consultant Will Support The International Canines Advisor In Developing A Comprehensive Recommendations Report Following Consultations With Key Stakeholders The National Consultant Will Be Responsible For Ensuring That Recommendations Made By The International Advisor Are Grounded And Specific Recommending Activities And Training That Are Fully Compatible With Afghan Cultural Educational And Security Conditions The National Consultant Should Provide Input To Proposed Implementation Timelines And Budgets And Specify Any Additional Equipment Support And Maintenance Required In Afghanistan Provide Inputs To Other Relevant Assessments As Requested The Consultant May Also Be Requested To Provide Input To Undp Plans To Support The Refurbishment Of Police Stations In Kabul To Consider Integrating Kennels At The Police District Level Translate Any Technical Documents On Canine Training Or Breeding From English Into Dari And Review Their Content To Ensure Compatibility With The Afghan Context Provide Support To Any Other Tasks As Requested By The Senior Police Advisor Or Tsm Project Manager Expected Outputs And Activiites The Consultant Will Submit Monthly Progress Report And Any Other Documentation As Required By The Chief Rolhs Unit At The End Of Each Month Monthly Progress Reports Will Cover All Achievements Issues And Recommendations During The Applicable Month The Length And Specify Of The Report Should Roughly Correspond To The Number Of Days Worked In The Applicable Month Outputs Covering The Period Are Summarized Below Outputs Progress Reports Summarizing Key Activities Achievements Issues And Recommendations Based On The Activities Outlined Above Review And Approvals Required Chief Rule Of Law And Human Security Unit Or His Designate Payment Modality Payments Shall Be Made On Daily Bases At The End Of Each Month And Will Vary Depending
