Tenders Are Invited For International Consultant On Gender Responsive Budgeting BackgroundUn Women Unw Grounded In The Vision Of Equality Enshrined In The Charter Of The United Nations Works For The Elimination Of Discrimination Against Women And Girls The Empowerment Of Women And The Achievement Of Equality Between Women And Men As Partners And Beneficiaries Of Development Human Rights Humanitarian Action And Peace And Security Placing WomenS Rights At The Center Of All Of Its Efforts Un Women Leads And Coordinates United Nations Systems Efforts To Ensure That Commitments On Gender Equality And Gender Mainstreaming Translate Into Action Throughout The World It Provides Strong And Coherent Leadership In Support Of Member States Priorities And Efforts Building Effective Partnerships With Civil Society And Other Relevant Actors Over The Past Years And In Response To The Need For Increased Accountability For Implementation Of Gender Equality Commitments Policies And Financing Decisions Related To Aid And Domestic Resources Un Women Played An Active Role With All Its Partners To Ensure That Gender Equality Is Mainstreamed In Strategies Programmes And Action Plans Moreover Un Women Is Leading The Global Efforts Related To Women Peace And Security Wps Agenda One Of The Key Areas Of Work For Un Women Country Office For Jordan Is Supporting Jordanian National Commission For Women Jncw And Other Government Stakeholders In The Security Sector In The Implementation Of The Jordanian National Action Plan On Unscr 1325 Jonap Which Was Endorsed By The Prime Minister And The Cabinet In December 2017 And Formally Launched It In A Ceremony In March 2018 Since That Time Jncw With The Technical Support Of Un Women Has Been Working With Key Stakeholders To Establish The Jonap Governance And Coordination Mechanism Finalize The Monitoring And Evaluation Framework Develop The Communication And Advocacy Strategy And Support The Implementation Together With The Key Line Ministries And National Stakeholders There Were Also Extensive Discussions During 2018 Between Un Women Government And International Partners On Additional Funding Required For Jonap Full Implementation As A Result A Pooled Fund Mechanism Was Established In Partnership Between Un Women And The Government With Support Of Canada Finland Norway Spain And The United KingdomThe Jonap Is Based Around Four Strategic Goals Aiming To Increase 1 Gender Responsiveness And Meaningful Participation And Leadership Of Women In The Security Sector And In Peace Operations 2 Participation Of Women In Prevention Of Violent Extremism And In Peacemaking 3 Gender Sensitive Services To Refugee And Jordanian Women And 4 Recognition Of The Benefits Of Gender Equality And The Role Of Women In Peace And Security As Part Of Supporting JonapS Implementation And Establishing The Accountability Mechanism Un Women Has Been Working With Jncw And General Budgeting Department Gbd Of The Ministry Of Finance Towards Advancing The Gender Responsive Budgeting Grb Approach For Jonap Implementation But Also Broader On National Level In Jordan This Is A Significant Step To Ensure Sustainable Financing Of The Jonap In Future National Budgets Un Women Plans To Provide Further Support To Strengthen Policy Work And Capacity Building Of The National Partners To Institutionalize A Grb Approach Into The National Budget Process Including For The Implementation Of Jonap Un Women Continues Work With Jncw Towards Implementation Of The Grb Through Jonap And Broadly On A National Level And Is Recruiting A Grb International Consultant To Provide Further Technical Support And Capacity Building Of Jonap Partners And For The Analytical Team Of Gbd At The Ministry Of Finance Objective Of This AssignmentThe Main Objectives Of This Assignment Are To Support Government Partners Identified As Responsible Parties In The Jonap To Strengthen Their Skills And Knowledge On Applying The Gender Responsive Budgeting Methodology To Sector Budgeting And To Strengthen GovernmentS Capacity For Grb Implementation Broadly On A National Level The Goal Of This Technical Support Is To Strengthen Institutional Capacity Of JonapS Key Implementing Partners And Ministry Of Finance To Implement The Gender Responsive Budgeting And Gender Analysis Into The Programme Budget Planning And Implementation Processes Duties And ResponsibilitiesUnder The Overall Guidance Of Un WomenS Country Representative And The Direct Supervision Of The Programme Management Specialist The Grb International Consultant Will Be Responsible For The Following Duties And Responsibilities 1 Develop Work Plan For The Assignment Including The Methodology The Specific Activities And Timeline 2 Conduct The Consultations And Initial Meetings With Key Stakeholders To Estimate The Entry Points To Conduct The Gender Budget Analysis Of One Of The Programmes Of Three Ministries Key Implementors Of Jonap The Pilot Ministries Will Be Selected In Close Coordination With Jncw And Ministry Of Finance 3 Provide Technical Assistance To The Selected Three Ministries Which Will Be Selected In Consultations With The Ministry Of Finance And Jncw To Conduct The Gender Budget Analysis And Develop The Gender Indicators For Budget Programmes As Pilot Ones In Line With The Jonap This Task Should Be Fulfilled In Line With The National Budgeting Process And Timeline 4 Develop The Methodological Recommendations On Programme Budget Analysis In Close Coordination With The National Consultant On Grb Hired By Jncw And Technical Working Group On Grb Under Jncw 5 Develop The Methodological Recommendations On Grb Application Into The National Budget Cycle In Close Coordination With The National Consultant On Grb Hired By Jncw And Technical Working Group On Grb Under Jncw 6 Conduct The Capacity Assessment Of The JonapS Key Implementing Partners Jncw And Ministry Of Finance On Grb Methodology And Its Application Through Tailored Made Questioners 7 Design The Grb Training Modules Based On The Results Of The Capacity Assessment Of The JonapS Key Implementing Partners Jncw And Ministry Of Finance And Submit For Un WomenS Feedback And Endorsement 8 Adjust Draft Modules Based On The Feedback From Un Women The Training Module Should Consist Of The Following Minimum Elements Course Outline And Agenda Training Methodology Presentation Slides With Visuals Infographics Charts Maps Including Notes For Each Slide Case Studies And Small Groups Exercises With Handouts Background Reading Pre And Post Tests To Assess Progress Of Participants Skills And Knowledge Before And After Trainings 9 Conduct The Series Of Capacity Building Trainings In Grb Methodology For National Partners Minimum Five Three Day Trainings 10 Conduct Awareness Raising Workshops And Sessions On Grb And Policy Planning For Inter Ministerial Committee On WomenS Empowerment Imc High Level Steering Committee For Jonap Implementation And Technical Working Group 11 Conduct Minimum Three Capacity Building Trainings In Grb Methodology For Monitoring Of Public Funds Watchdogging And Advocacy For Civil Society Organizations And WomenS Grassroots Groups In Jordan Those Who Are Partners Of Un Women And Jncw 12 Liaise On An Ongoing Basis With Un Women Jncw And Ministry Of Finance And Provide Advice To Un Women And Partners As Needed 13 Work Closely With The National Partners To Ensure Their Effective Engagement In The Execution Of The Assignment 14 Submit Final Report With Recommendations For Further Strengthening The Institutionalization Of Grb On National Level Deliverables Monthly Time Sheets And Brief Progress Reports About Implemented Activities And Achieved Results With Supporting Documents Desk Review Summary Of Strategic Meetings Training Reports Other Materials Submitted By 5Th Of Each Month Up To 95 Working Days By June 2020 Final Report About The Progress And Achievements Lessons Learnt And Recommendations Submitted Up To 5 Working Days By June 2020 All Monthly Reports And Final Report Should Be Submitted In English Language The Consultant Is Expected To Work From Home And Conduct At Least 6 Visits To Jordan As Will Be Defined And Approved In The Work Plan He She May Access The Un Women Office In Amman For Printing Of Relevant Documents The Consultant Will Be Provided With Un WomenS Programme Related Necessary Materials And Strategic Guidance By Un Women During The Implementation Of The Assignment CompetenciesCompetencies Core Values Integrity Demonstrate Consistency In
