Request For Expression Of Interest For Consultant Services For Technical AuditProject Name Federation Road Sector Modernization ProjectThe Main Objectives Of The Technical Audit Are To Verify And Independently Confirm That The Civil Works Of Road Construction Of Road And Tunnels Rehabilitations As Well As F The Reconstruction Of Black Spots Are Carried Out In Accordance With The Relevant Contracts Their Technical Specifications Conform To The Standards And Applying Best International Practices The Technical Audit Will Be A Part Of The Due Diligence For The Pc Roads Fbh And The World Bank The Technical Audit For Compliance Of The Above Mentioned Civil Works Will Focus On The Ex Post Examination And Verification Of The Quality Of Completed Works In Order To Confirm They Comply Or Not With The Technical Specifications And Required Standards As Described In The Bidding Documents The Examination And Verification Will Be Based On Visual Inspections And Field Verifications And Laboratory Tests Of Samples Taken For Specific Materials And Completed Works To Confirm But Not Limited To Elements Such As Pavement Thicknesses Gradings Bitumen Content Compaction Voids In The Mix Concrete Mixes And Related Materials Quality Tunnels Installations If Any As Well As Completed Drainages And All Related Structures The Laboratory Testing Will Also Include All Relevant Examinations Of Unbound Granular Materials From Sub Base And Or Local Soil Material From Subgrade In The Following Cases I If The Pavement Has Been Reconstructed With The Replacement Of Lower Layers Or Ii If Deflections Indicating The Weakness In Lower Pavement Layers In Addition To Assessment Of Completed Pavement Rehabilitation Works The Ex Post Examination Of The Works On Shoulder S Rehabilitation Drainage Ditch And Culverts Maintenance Will Be Carried Out Verifying If The Applied Measures Of Safety Improvement Are In Accordance With Requirements Provided In The Design Documentation And Technical Specifications In Order To Report The Status Of Contract Completion E G Road Markings Road Signs And Equipment The Consultant Will Verify And Validate The Appropriateness Of The Applied Measures Basd On Best International Practices Concerning The Road Safety Improvements Without Limiting The Consultant Approach Some Of Road Safety Issues Subject Of The Audit Include 1 Black Spots 2 Unsafe Access To The Bridges 3 Narrow Weak Shoulders In Long Sections 4 Unmarked Railway Crossings 5 Obstacles And Unprotected Inlets And Outlets Of Culverts And Shoulders 6 Junctions And 7 Pedestrian Sidewalks And Potentially Dangerous Access Etc The Auditor Will Record And Assess The Possible Existence Of Other Elements Considered Relevant To Safety
