Expression Of Interest Are Invited For Consultancy Services For The Development Of The Master Plan For The Bisri Dam Catchment Area And Shoreline Development This Request For Expression Of Interest Reoi Follows The General Procurement Notice For This Project That Appeared Online In Un Development Business No Wb655 02 15 Dated February 10 2015 The Government Of Lebanon Has Received A Loan From The World Bank Wb And A Parallel Financing From The Islamic Development Bank Idb Toward The Cost Of Implementation Of The Water Supply Augmentation Project Wsap That Includes Among Other Components The Development Of A Master Plan For The Bisri Dam Catchment Area And Shoreline Development The Council For Development And Reconstruction Cdr ProjectS Implementing Agency On Behalf Of The Government Of Lebanon Intends To Apply Part Of The Proceeds For The Consultancy Services For Development Of A Master Plan For The Bisri Dam Catchment Area And Shoreline Development And Design Of The Benefit Sharing Program Projects And Aim To Pre Select Six 6 Qualified Consultants To Be Invited For Proposals Submissions The Services Include 1 The Development Of A Master Plan That Identify Two Different But Complementary Levels Of Regional Planning Ensuring That The National Regulations And The Esmp Of The Wsap Are Taken Into Account As Such The Master Plan For The Bisri Dam Will Include The Following Main Components I A Strategic Master Plan For The Bisri Dam Catchment Area Providing Overall Orientation And Guidance For The Economic And Social Development Of The Catchment Area Of The Bisri Dam Ii A Strategic Environmental Assessment Sea Of All The Components Of The Master Plan In Line With National Environmental Safeguard Regulations And With The Esmp Of The Wsap 2 The Development Of A Benefit Sharing Program Bsp Including Undertaking Feasibility Study And Design Of Several Small Scale Development Activities Projects In The Surrounding Villages To Be Managed By Local People The Bsp Projects Shall I Improve Community Services And Social Welfare Throughout The Areas Impacted By Construction And Inundation Ii Ensure The Surrounding Communities Share The Benefits From Subsequent Development Of The Reservoir Shoreline And Adjacent Areas AndIii Promote Employment Opportunities The Implementation Extends For A Period Of 15 Months It Should Be Noted That The Two Activities Should Be Implemented In Parallel And In An Interactive Way In Order To Insure A Well Developed Deliverable The Cdr Hereby Invites Eligible Consultants To Indicate Their Interest In Providing The Services InterestedConsultants Should Provide Information Indicating That They Have The Required Qualifications And Relevant Experience To Perform The Services In A Responsive Way To The Below Listed Requirements Consultants May Associate To Enhance Their Qualifications Name And Nationality Of The Lead Partner Shall Be Specified A Consultant Will Be Selected In Accordance With The Procedures Set Out In The World BankS Guidelines Selection And Employment Of Consultants Under Ibrd Loans Ida Credits Grants Dated January 2011 Revised July 2014 Interested Consultants Are Requested To Provide The Following Information A Duly Signed Cover Letter Stating The Interest Of The Applicant In Providing The Mentioned Services A General And Concise Presentation Of The Firm S Brochures Statements Of Type Property And Key Tasks Etc Financial Capabilities For The Lead And Associated Partners If Any List Of Relevant Similar Projects Ongoing And Or Completed Within The Last 10 Years Indicating The Provided Services The Percentage Of Participation In Jv Consortiums If Any And The Size Of Relevant Contracts In Usd Or Equivalent And In Man Months Detailed Descriptions Of At Least Three 3 Assigned Similar Projects In The Past 10 Years With Similar Services Including Mainly Urban Planning And Sea Services Overall FirmS Employee Number And List Of Available Professional Key Personnel For The Envisaged Services Urban Planner Environmental Experts Socio Economic Experts Etc Showing Briefly Their Key Qualifications And Experiences Eligible Firms Which Have Submitted The Necessary Statements In A Satisfactory Responsive Way Will Be Evaluated Expression Of Interest Must Be Delivered To The Address Below Not Later Than 12 00 Noon Beirut Local Time On Monday June 3Rd 2019 Mentioning As Reference Water Supply Augmentation Project Master Plan For The Bisri Dam Catchment Area And Shoreline Development Expression Of Interest For Consulting ServicesInterested Consultants May Obtain Further Information At The Address Below During Office Working Hours From 8 00 To 13 00 Beirut Local Time Council For Development And Reconstruction Cdr Tenders DepartmentTallet Al Serail Beirut Bcd LebanonTel 961 1 980 096Fax 961 1 981 255
