Request For Expression Of Interest For Consulting Services For Rms System Requirements StudyProject Name Project For Strengthening Public Financial ManagementThe National Government Of The Federated States Of Micronesia Fsm Has Partnered With The World Bank Wb To Implement Development Activities Within The Fsm The Current And Pipeline Portfolio Includes Projects In The Sectors Of Energy Fisheries Information Communication Technology Public Financial Management Pfm Strengthening And Maritime Transport The Project For The Modernization Of Pfm Includes The Implementation Of A New Revenue Management System Rms The Objective Of The Rms Component Is To Improve The Efficiency And Effectiveness Of Revenue Management For The National Government Of The Fsm There Is A Clear Need For Modernization Of The It System In The Customs Tax Administration Cta And In The First Phase Of Project Activities The Project Will Finance The Procurement And Implementation Of An Rms Using A Commercial Off The Shelf Cots Solution Developed By Specialized Rms Providers Keeping In Line With The Immediate Priorities Of Department Of Finance And Administration Dofa And In The Absence Of An Ongoing Revenue Modernization Program A Phased Approach Is Recommended For The Project Activities Phase One It Is Recommended That Only Five Of The Ten Core Modules Usually Found In A Rms Are Implemented In The First Phase These Are A Taxpayer Registration B Payments Processing C Returns Processing D Taxpayer And Revenue Accounting And E Debt Management The Implementation Of These Five Core Modules Will Meet The Immediate Needs Of The Dofa In Revenue Accounting Management This Foundation Will Enable The Cta Staff To Identify And Implement Business Process Improvements Enabled By A Rms These Modules Will Automate A Large Volume Of Work Currently Being Carried Out Manually Such As Returns Processing And Reporting Phase Two Implementation Of Compliance Related Activities And New Taxpayer Services Opportunities This Includes The Implementation Of The Remaining Five Core Modules Being A Returns Management B Case Management C Audit Support D Taxpayer Services And E Revenue Reporting And Forecasting
