Tenders Are Invited For Djibouti Protecting Djiboutian Borders In The Context Of Growing Threat Of Terrorism Smuggling Irregular Migration And Other Forms Of Transnational CrimeThe Purpose Of This Final Evaluation Is To Assess The Extent To Which The Above Described Project Has Contributed To Its Overall Goal In Contributing To Increase Protection And Security In Djibouti By Strengthening The Operational Capacities Of The Border Police And The National Coast Guard In Key Migration Points The Evaluation Will Also Assess The Relevance Of The Project As Well As Its Effectiveness Efficiency Cost EffectivenessThe Evaluation Findings Including Lessons Learned And Recommendations Are Envisaged To Be Used By A Variety Of Audiences Firstly It Will Be Used For Informing IomS Future Programming Related To Border Management Secondly The Evaluation Results Will Be Used By The Government Of Japan As The Donor To Assess Value For Money For The Project That They Have Funded To A Lesser Extent This Assessment Will Be Used By The Government Of Djibouti As The Main Beneficiary Of This Action To Assess The Change Brought By This Project In Terms Of Capacity Building And Migration Management The Evaluation Will Cover The Activities Conducted And Results Achieved By Iom Between 30 March 2018 And June 2019 Under The Project Protecting Djiboutian Borders In The Context Of Growing Threat Of Terrorism Smuggling Irregular Migration And Other Forms Of Transnational Crime The Area Covered By The Evaluation Will Be Djibouti City And The Regions Where The Project Activities Were Implemented How To Apply Interested Candidates Should Submit Their Proposal Both Technical And Financial Proposal Not Exceeding 15 Pages Proposals Should Outline The Proposed Methodology And List Of Tools To Conduct The Evaluation A Short Bio Of The Evaluator And Any Other Individual To Be Involved In The Evaluation Directly Or Indirectly Demonstrating Their Suitability Against The Requirements Above It Would Be Advantageous If A List Of Similar Or Other Evaluations Conducted In The Past Are Provided To Support Your Application With References The Proposal Should Also Have A Suggested Tentative Time Frame And Budget To Execute This Assignment Candidates Who Demonstrate Ability To Deliver Quality Work Within Reasonable Time And Cost Will Be Highly Considered Full Proposals To Be Submitted To Iomdjihrd Iom Int By 11 April 2019 Only Shortlisted Applicants Will Be Contacted
