Tenders Are Invited For Consultation To Support The Development Of A Early Childhood Program In Djibouti 1 BackgroundThe Population Of Djibouti In 2017 Is Estimated At Just Over 1 02 Million With 39 5 Percent Under 18 20 Percent Nomadic And 71 Percent Living In Urban Areas The Percentage Of Children Under 8 Is Estimated At About 208 000 20 4 Of The Total Population In Recent Years Djibouti Has Made Significant Progress In Early Childhood Development Although Challenges Remain Indicators In Different Sectors Show These Progress And Challenges Progress Has Been Made In Creating An Environment Conducive To Child Protection Through The Adoption In 2015 Of A Child Protection Code Which Is Aligned With The Convention On The Rights Of The Child The Birth Registration Rate Is 79 In Rural Areas Compared To 97 In Urban Areas Child Protection Systems Are Being Strengthened To Improve The Identification Of Children And Vulnerable And At Risk Persons Of All Forms Of Violence And Exploitation As Well As The Provision Of Prevention And Intervention Services The Country Has Comprehensive Strategies To Combat Maternal And Child Health Between 2002 And 2012 Infant And Child Mortality Rates Declined From 99 To 58 And From 127 To 68 Deaths Per 1 000 Live Births Respectively However Neonatal Mortality Which Accounts For More Than Half Of Deaths Under Five Years Of Age 36 1000 Live Births Has Barely Declined During This Period There Is A Need To Strengthen The Coverage Of Health Interventions In Disadvantaged Areas The Health Sector Budget Allocation Of 8 Percent Could Be Increased To Meet The Remaining Challenges The Nutrition Sector Remains Highly Dependent On Funding From Development Partners The National Nutrition Policy Will Require A Review To Provide An Adequate Response To Current Challenges This Will Also Include The Development Of A National Strategy For The Prevention Of Malnutrition The Prevalence Of Acute Malnutrition At The National Level Increased From 10 In 2010 To 17 8 In 2013 Which Is An Alarming Rate The Rate Of Severe Acute Malnutrition Sam Is 5 7 The Education Sector Is Relatively Strong In Terms Of Evidence Based Planning Coordination With Partners And Government Budget Allocation Nevertheless Equitable Access And Quality Education Remain Challenges Participation In Preschool Education Estimated At 7 For Boys And Girls Is Mainly An Urban And Private Phenomenon Efforts Are Under Way To Respond To Quality And Equitable Access To Education A Recent Development Is The Systematic Integration Of Refugee Children Into The National Education System 2 Government Of Djibouti Through The Ministry Of Women And Family And The Other Ministerial Departments Involved As Well As Their Partners Committed To Develop A National Program For The Holistic Development Of Young Children To Ensure A Favorable Environment The Fulfillment Of All His Intellectual Potential As Such The Ministry Of Women Has Set Up 27 Community Daycares And 5 Community Cr ches To Promote Access To Activities Of Awakening Stimulation And Pre Learning That Can Strengthen Their Sensory Psychomotor Cognitive And Physical Assets To Optimize Their Subsequent Transition To Schooling Community Day Care Centers And Cr ches Are Set Up For Children Belonging To Underprivileged Families And Or Living In Rural Areas The Community Cr ches Pilot Project Was Initiated By The Ministry Of Women And The Family In 2017 The Community Cr ches Are Five In Number All Located In The City Of Djibouti Community Cr ches Are Located In Particular In The Municipality Of Boulaos And Balbala District 1 District 3 District 4 Sheikh Moussa And Pk12 Their Management Is Entrusted To The Community Management Committees Cgc And Neighborhood Associations The 5 Nurseries Enrolled 75 Children Aged 18 Months To 3 Years Not Disaggregated By Gender Five More Are Planned For 2019 Community Day Care Centers Opened Since 2008 Accommodate Children Aged 3 4 And 5 Community Day Care Centers Are Set Up At The Initiative Of The Communities Who Make A Request To The Ministry Then The Ministry Carries Out A Field Work On The State Of Place Of The Premises Through Financial Support Nursery Girls Were Trained By The Higher Institute Of Health Sciences Isss From August 2017 To September 2018 For The Care Of Children In Nurseries Day Care Management Committees Are Set Up To Ensure The Safety And Proper Functioning Of The Day Care Center And Are Responsible For Mobilizing And Raising Awareness Of The Community On The Development And Protection Of The Child The Ministry Is Aiming To Build 2 Model Arousal Centers In 2 Interior Regions Obock City And Damerjog Of The Arta Region To Ensure An Integrated Services Package For The Holistic Development Of Children Aged 18 Years Months To 5 Years Cr ches And Nurseries The Service Packages Include Good Health Sufficient And Balanced Nutrition Affection And Protection In A Safe And Healthy Environment Stimulation Activities Through All Kinds Of Games And Interactions Impeccable Family Behavior Patterns And In Their Community The Development Of The Early Childhood Program Is Part Of The National Childhood Policy 2018 2020 This Year The Ministry Of Women And Family Has Launched A Bill To Institutionalize Cr ches And Community Daycares With Well Defined Norms And Standards This Law Will Come Into Force Upon Its Adoption By The National Assembly At The Same Time The Menfop Has Started The Development Of A Pre School Education Strategy Which Will Be Accompanied By A Legal Framework For Pre School Education As Such The Ministry Of Women And The Family Initially Plans To Develop An Integrated Early Childhood Program For Different Age Groups In Day Care Centers Day Care Centers And Early Learning Centers This Program Aims To Target Young Children As Well As Parents Families Communities And Associations Involved In The Management Of The Centers In A Second Step It Is A Question Of Developing A Module For The Training Of Nursery And Day Care Nursery And Community Nursery Teachers In Order To Guarantee The Development Of The Child And His Better Preparation For School To Do This The Ministry Of Women And Family With The Support Of Unicef Intends To Call On High Level Expertise To Carry Out This Mission 3 Objectives The Purpose Of This Consultation Is To I Develop An Age Differentiated Early Childhood Development Program 18 To 36 Months For Awakening And Stimulation And Then 3 5 Years For Pre Apprenticeship That Targets Children The Parents Families Communities And Associations Involved Ii And To Reinforce The Capacities Of Supervisors Educators Childminders And Nursery Nurses On Awakening Stimulation And Pre Apprenticeship Activities Specifically The Consultation Aims To Elaborate An Age Differentiated Program For Awakening Stimulation And Pre Apprenticeship In Nurseries And Community Day Care Centers Develop A Skills Framework For Educators And Nursery Nurses On The Holistic Care Of Young Children From 18 To 36 Months And From 3 To 5 YearsDevelop An Initial And Ongoing Training Manual For Educators Nursery Nurses And Nursery School Nurses Drawing Inspiration From International Good Practice In This Area 4 Methodology And Technical ApproachAs Part Of This Consultation A Steering Committee Will Be Set Up On The Basis Of The Task Force On Early Childhood Development Coordinated By The Flm And The Multisectoral Committee Initiated As Part Of The Development Of The Preschool Strategy This Committee Will Be Co Chaired By The Mff And Unicef And Will Include Sectoral Ministries Such As The Ministry Of National Education And Continuing Education The Ministry Of Health The State Secretariat For Social Affairs And The Ministry Of Education Other Relevant Departments The Consultants Identified By The Consulting Firm Will Work In Close Collaboration With The Steering Committee Which Will Have To Validate All The Documents Produced By The Consultants Before They Are Shared The Consultants Will Do The Technical Work With A National Team Composed Of The Mff Cadres And Inspectors And Pedagogical Advisers In Charge Of Preschool Education In A Participatory Approach During The Mission They Will Have To Provide The National Team With Technical Support In Terms Of Methodological Approach International Standards And Technical Knowledge On Early Childhood Development In Order To Jointly Produce The Various Tools Objects Of This Mission The Consultants In Charge Of This Mission Will Have To Rely On The Methodology Of Developing A Holistic Program Referring To Modern Approaches To Early Childhood Education That Are Inclusive And Gender Sensitive The Consultants Will Have To Carry Out A Documentary Analysis Which Will Include The Report On The State
