Tenders Are Invited For Consultant For The Documentation Of Best Practices And Success Stories Of Un WomenS Contribution In The Areas Of Women Peace And Security Wps In The Solomon Islands Un Women Grounded In The Vision Of Equality Enshrined In The Charter Of The United Nations Works For The Elimination Of Discrimination Against Women And Girls The Empowerment Of Women And The Achievement Of Equality Between Women And Men As Partners And Beneficiaries Of Development Human Rights Humanitarian Action And Peace And Security The Consolidating Peace Stability And Social Cohesion In Solomon Islands Post Ramsi Project January 2018 To June 2019 Is The Second Of The UnS Peacebuilding Fund Unpbf Programme In The Solomon Islands It Is A Project Jointly Implemented By Undp And Un Women And Aims To Support National Efforts Towards Sustainable Peace And Stability In The Solomon Islands The Project Is Unique In Solomon Islands As It Connects Key National Actors To Work Together To Address Impediments To Peace And Stability With Locally Owned Initiatives And Leadership In Particular It Connects Women And Youth With Leaders And Policymakers Including Those In The Provinces In A Country That Is So Diverse Remote And Inaccessible The Project Is Facilitating The Engagement Between The People And The Government At The National And Provincial Levels In Solomon Islands There Is Pervasive Exclusion Of Women And Marginalisation Of Women In Every Segment Of Life And The Project Has Promoted Women And Youth To Be At The Centre Of Decision Making Processes Support To The Womens Caucuses And The Youth Network Advocates At The Provincial And Community Levels And Support To Dialogue Platforms Including On Specific Issues Like Anti Corruption Has Established A Rare Joint Space For All To Engage With Women And Young People The Project Is Working To Advance The Womens Peace And Security Agenda Which Promotes Womens Participation In Decision Making Processes And Cohesive Networks Through Provincial Caucuses And Dialogues Provincial Gender PoliciesUn Women Through The Consolidating Peace Stability And Social Cohesion In Solomon Islands Post Ramsi Project And In Partnership With The Ministry Of Women Youth Children And Family Affairs Mwycfa Supported Malaita Western And Guadalcanal Provinces To Develop Their Gender Policies At The Provincial Level The Barriers That Women In Solomon Islands Are Faced With Are Multifaceted And This Can Only Be Addressed Through Promoting Gender Equality With The Patronage From Their Provincial Government Together With The National Government The Unpbf Phase 1 Through Un Women Provided Funding Support To Conduct Consultations For The Development Of Gender Policies Including Policy Validation Workshops With Key Provincial Stakeholders The Policies Were Finalized Endorsed By Respective Provincial Governments And Launched Under The Pbf Phase Ii Support Provincial WomenS Caucus Pwc In January 2018 The Government Of Solomon Islands Undp And Un Women Engaged In A Week Long Planning Effort To Agree On A Gender Mainstreamed Roadmap Formulating Key Deliverables For The Two Peacebuilding Programme Areas Implementation Of The National Dialogue Actions And Institutionalization Of Inclusive Governance Spaces At The Provincial Level Starting In The Three Hotspot Provinces It Was Also Decided To Build A Strong Network Of Provincial Women Leaders To Support The Provincial Executives In The Implementation Of Dialogue Actions And To Promote Political Participation Of Women In Decision Making And Conflict Resolution Such WomenS Caucuses Could Also Contribute By Having Strategic Oversight Of The Implementation Of The Provincial Women Policy To Increase WomenS Engagement In The National Election Process And To Monitoring The Conflict Situation To Prevent Violence And Increase Security Of Women At Community And Provincial Levels The Aims And Objectives Of The Provincial WomenS Caucus Pwc Include To Advise The Respective Provincial Executives In The Implementation Of The Provincial Gender Policies The National Dialogue Resolutions And The National Action Plan On Women Peace And Security Promote Political Participation Of Women In Decision Making And Conflict Resolution Report To And Conduct Regular Consultations With The Minister Responsible For Women Affairs The Premier And His Executive Communicate Regularly Consult And Or Advise Un Women And The Ministry Of Women Youth And Family Affairs On The Effective Implementation Of The Peace Building Initiatives And Activities The Pwc Will Also Monitor The Security Situation At Provincial And Community Levels And Alert The Relevant Authorities When Conflicts Emerge Or Turn Violent Creating An Early Warning Mechanism Advise In The Preparation Of And Participate In Provincial Reconciliation Workshops Critical Representation Of WomenS Issues And Amplification Of WomenS Voices Was Primarily Discussed In All The Dialogues Held Between Rural Women Leaders And Their Leaders The Pwc Is Considered As An Important Measure To Increasing WomenS Participation And Their Voice In The Provincial Executive It Serves To Support The Premier The Minister Responsible For Women And Provincial Executives In The Implementation Of The WomenS Policy The Women And Gender Related Actions In National Dialogue On Peace Building And To Create A More Inclusive Governance Space For Discussion And Decision Making Temporary Special Measures Tsm Though Women Make Up Approximately 50 Of The Population Only A Handful Hold Positions Of Leadership And Decision Making In The Country At The Political Level Women Are Underrepresented Both At The National And Provincial Government Levels Solomon Islands Ranking 186 Out Of 193 Being The Lowest Globally Despite Efforts At Increasing WomenS Political Representation And Evidence Of Increasing Support For Women Candidates In National Elections The Translation Of This Into Votes For Women Candidates During Elections Did Not Happen Studies Have Shown That Female Candidates Are At A Real Disadvantage Due To Historical And Ongoing Social Cultural And Economic Barriers In Recognition Of The BarrierS Women Face In Getting Into Parliament Provincial Assemblies And The Importance Of Having Both Men And Female Political Representation The Mwycfa And The Provincial Governments In Western Malaita And Guadalcanal Provinces Recognized That In The Short Term Adopting Affirmative Actions Or Temporary Special Measures Is Necessary To Ensure Women Are Represented And Can Have Meaningful Participation At National And Provincial Legislatures With Technical Support From The Mwycfa Un Women And The WomenS Rights Action Movement Wram On Tsm The 3 Provincial Governments Have Shown Commitment Through The Endorsement Of The Concept Of Tsm For Their Respective Provinces Under The Guidance And Supervision Of The Peace Building Fund Pbf Gender Specialist Un WomenS National Programme Coordinator And Un WomenS Programme Specialist Gender Equality And Governance The Consultant Will Document Best Practices And Results In The Promotion Of Women And Peacebuilding Supported By Un WomenS Activities Duties And ResponsibilitiesScope Of Work Duties And ResponsibilitiesThe Case Study Will Identify And Document Results Best Practices Attained Since The Implementation Of The Program 2017 19 The Study Should Cover The Three Targeted Provinces Guadalcanal Malaita And Western Province Duration Of The AssignmentThe Assignment Will Require 22 Working Days Including Field Missions Under The Overall Guidance Of The Gender And Peace Building Advisor And National Program Coordinator And Working In Collaboration With The Programme Specialist Gender And Governance The Consultant Will Undertake The Following Tasks As Outlined In The Deliverable TableExpected DeliverablesThe Following Are The Key Deliverables Of The Assignment Inception Report A Paper Not More Than 10 Pages Addressing The Research Questions Outlined In The Tor A 3 Page Summary Document Of Case Study Of Best PracticesDeliverable PaymentSubmission Of The First Draft Report 50 Submission Of The Final Draft Report 50 All The Documents Including The Interview Tools And Reports Should Be Submitted In Written In English Language Upon Receipt Of The Deliverables And Prior To The Payment Of The Installment The Deliverables Related Reports And Documents Will Be Reviewed And Approved By Un Women Within One Week Of Submission Inputs Un Women Will Provide The Consultant With Background Materials For The Desk Review Un Women Will Also Cover The Costs Of Daily Subsistence Allowance Dsa For Travel To Country Mission And Provinces As Per Standard Un Rate As Well As The Costs Of In Country The Consultant Is Expected To Work Remotely Using Her His Own Computer But May Access The Un Women Office For Printing Of Relevant Documents Or Should He She Be Required To Work On Site At Any Point During The Assignment A 5 Day Working Week Is Envisaged Un Women Will Also Cover The Costs For Translation Of Printed Materials As Required Throughout The Duration Of The Assignment Management ArrangementsThe Consultant Will Work Under The Overall Guidance And Direct Supervision Of Un Women Fiji Programme Specialist Gender Equality WomenS Rights And Governance Gewrg And In Close Collaboration With Gender And Peacebuilding Advisor And National Programme Coordinator Who Will Be Coordinating And Supporting The Process The Consultancy Envisages Extensive Work With Government And Cso Partners In Solomon Islands The Selected Consultant Shall Sign A Contract With Un Women For Stipulated Assignment As Stated Above Performance EvaluationContractorS Performance Will Be Evaluated Based On Timeliness Responsibility Initiative Communication Accuracy And Quality Of The Products Delivered Travel This Assignment Is Mostly In Honiara With Frequent Travel To Selected Provinces Malaita And Western Province Throughout The Assignment The Consultant Is Expected To Conduct At Least 1 Mission To Each Of The Provinces Each Mission Tentatively For A Period Of 3 Days Which Needs To Be Factored In The Proposal With The Rest Of The Time Working Days To Be Spent In Honiara Solomon Islands Any Additional Travel Beyond 1 Mission Per Province Will Be Ensured By Un Women Fiji Mco With Prior Coordination Other Travel Including International As Well As Local Travel Must Be Covered By Consultant Financial Arrangement Payment Will Be Disbursed Upon Submission And Approval Of Deliverables And Certification By The Project Managers That The Services Have Been Satisfactorily Performed As Per The Delivery Table Above
