Concept Notes And Proposals To Key Private Sector And Other Partners Country Context And Link With Country ProgrammeSince Regaining Independence In 2006 Montenegro Has Undergone Significant Systemic Reforms Mostly Aligned With Its Top National Priority The European Union Eu Accession Process Eu Accession Negotiations Were Opened In June 2012 And In June 2017 Montenegro Became A Member Of Nato Montenegro Is Considered Together With Serbia Among The Front Runners For Eu Integration Despite Progress Made In Preparation For Accession The Latest European Commission Report Feb 2018 Notes That Significant Economic Weaknesses Remain Governance Need To Be Addressed And The Human Rights Situation Remains A Concern Including Child Rights Gender Equality And Protection Of Minorities Following Annual Average Growth Of 3 In 2018 19 Will Be Mainly Investment Driven Supported By Public Investment In Transport And Energy Infrastructure And Foreign Direct Private Investment Especially In The Tourism Sector While Industrial Production Remains Weak In 2017 It Was 4 2 Lower Than In 2016 Personal Consumption Will Remain Relatively Robust On The Back Of Rising Household Incomes Although Montenegro Has Natural Resources And An Expanding Tourism Industry The Country Remains Comparatively Underdeveloped Gdp Per Head In 2016 Was Just 5 760 Overseas Development Aid Has Been Continuously Resource Mobilisation Identified And Action Plan Drafted By Mid June At Least Five Concept Notes Proposals For Resource Mobilisation Developed By End Of Contract Quality Assurance Sops Developed By
