Palestinian Female Ex Prisoners As Well As To Enhance Their Educational And Career Opportunities The Project Also Aims To Raise Community Awareness Around Palestinian Female Prisoners Rights And Challenge Their Prevailing Stigmatization In Palestinian Society The Project Used Participatory Video Training Psychosocial Therapy And Vocational Training As Well As Income Generating Projects To Achieve These Goals According To The Contract Of The Project A Final External Evaluation Will Be Conducted This Evaluation Will Have Two Main Goals To Look Back On 18 Months Of Implementation Result Evaluation Impact Effectiveness To Issue Recommendations For The FutureIi Project DescriptionBeneficiariesThe Project Was Directed At 15 Palestinian Female Ex Prisoners From The West Bank Ages Between 15 45 Years Who Followed TamS Training In Psychosocial Support Through Video Training In Addition To Those 15 Another 59 Female Ex Prisoners Who Had Benefited From Tam Training In The Past Refined Their Technical Skills And Documented Their Experience The Indirect Beneficiaries Were Their Families Friends And Surrounding Communities Project BackgroundIt Is Estimated That Some 15 000 Palestinian Women Have Experienced Time In Prison Since 1967 When In Prison They Might Be Tortured Face Violence Such As Physical Sexual Psychological And Verbal Abuse They Are Also Humiliated By Israeli Soldiers When They Are Released They Continue To Face The Same Social Barriers As A Result Of Being A Former Female Detainee Difficulties In Living Their Full Potential Life Difficulties In Searching For A Job In Having A Career Continuing Education Difficulties To Marry And Build A Family The Palestinian FemaleS Prisoners Rights Are Abused Socially And Economically To Be A Former Woman Detainee Is Very Sensitive In The Current Day To Day Life The Detention Issue Is Globally A Very Sensitive Issue Even More Because National Institutions Lack The Funding To Care And Bring Attention To Those Issues Tam Is Working At Reducing Violence In The Palestinian Society And Support Women To Overcome The Surrounding Violence And Defend Themselves The Project Problem Has Been Defined Using A Number Of Tools Female Prisoners Needs Assessment Meetings During The Preparation For The National Strategic Plan To Combat Violence Against Women 2010 Needs Assessment And Recommendations Of Tam Previous Project With The Females Prisoner 2011 And Reports Issued By The Prisoners Club And The Ministry Of Prisoners Affairs And The Ministry Of Womens Affairs Tam Has The Experience Of Participatory Video Training And Individual And Collective Capacity Building Under The Supervision Of A Psychosocial Specialist For Psycho Social Rehabilitation And A Technical And Professional Specialist For Vocational Training The Methodology Used Is Participatory And Interactive Between Tam Staff The Training Staff All Partners And Beneficiaries Tam Implemented In 2013 A Project With Caritas France Yes We Want To Speak 14 Ex Prisoner Women Living In The North Of The West Bank Nablus And Tulkarem Took Part In The Project And Had A Very Special Experience To Express Themselves And Open Up Many Lessons Learned Were Issued From This Project It Is Estimated That Globally 80 Of The Women Who Have Been Detained Prior To Their Imprisonment Had Social And Family Difficulties Might Have Been Sexually Abused And Generally Had A Hard Life They Wanted To Go And Try To Stab Soldiers Or Had Been Involved In Other Violent Actions To Escape From Their Day To Day Life And Their Surrounding Violence After Being Involved In The Project They Said If We Had Received This Psychological Support Before We Made These Acts We Would Not Have Thought To Do Them It Was A Strong Recommendation From The Whole Group To Focus On Psychological Support By Participatory Video Training After The Release To Assist Them In Overcoming Social Problems And The Difficulties That Accumulated As A Result Of Their Arrest Iii Follows Target Groups Will Be Selected Based On Their Interest And Willingness To Participate And Commit On The Long Run The Third Target Group Will Be Composed Of Ex Prisoners Who Have No Source Of Income And Have Never Participated Or Received Any Grant For Income Generating ProjectsSelection MethodThe Selection Will Be Done In Cooperation With The Commission Prisoners Affairs Tam Will Conduct A Needs Assessment And Collect Information About The Palestinian Ex Prisoners 30 Of Them Will Be Interviewed And Given A Questionnaire 15 Out Of The 30 Will Be Selected Based On The Priorities Mentioned In The Selection Criteria The First Target Group Will Participate In Activities Conducted Under Er1 And Er4 The Commission Prisoners Affairs Has All Palestinian Female Ex Prisoners Profile And The Ministry Will Support Tam With This Information Under These Conditions Palestinian Female Ex Prisoners Feel Secure As Their Case Is Political As The Commission Prisoners Affairs Represents Prisoners At National Regional And International Levels They Will Use The Film Produced By The Beneficiaries As A Tool For Lobbying And Advocacy Selection Criteria For Indirect Beneficiaries 500 Persons 200 Males And 300 Females Are All At Age Of 17 50 Years From The Same Villages Were Prisoners Living Usually Tam Does Community Activities In Cooperation And Coordination With Local Tam Calling And Hosting For Meetings The Aim Of Masera Is To Network Among All Released Women Prisoners In The West Bank And To Document Their Experience In Prison Through Different Tools How This Project Will Contribute To Masera The Project Direct Beneficiaries Are Members Of Masera And Will Gain The Skills For Documenting By Using Video And Camera Masera Will Benefit All Members By Connecting All Women Prisoners Together They Will Share Their Experience And Potential For The Future Advocacy Activities That Masera Will Want To Launch In Using Video Tools For Documenting Prisoners Experiences Tam Work Will Be The Basis On Which Masera Will Build Networking Related To The Subject1 Tam Is A Member Of A Coalition Comprising 20 Developmental Organizations Which Strategy Is To Denounce And Fight Violence Against Women The Coalition In Based In Bethlehem With Branches In Hebron Ramallah And Jericho This Project Will Contribute To This Coalition Strategy And Then All Organization Will Participate Actively In The Project Activities To Achieve Their Strategies To Combat Violence Against Women Tam Will Distribute The Film To These Organizations Freely This Will Be A Good Material For Discussions And Raising Awareness Activities 2 Tam Is One Of The General Secretariats Of A Coalition Of 1325 Women National Groups Tam Will Work To Put The Women Prisoners Subject On The Coalition 2017 Action Plan Iv Evolution Of The Context In The Political Social And Or Economics FieldsThe Political Social And Economic Context Has Not Changed In Palestine Over The 18 Months Of The Project Implementation The Political Situation In Palestine Remains Unstable At Best Imprisonments Of Youth And Women By The Israeli Defense Forces Continued Combined To Major Closures Of Roads And General Restrictions Of Movements No Need To Say That These Restrictions Have Serious And Negative Impacts On The Social Economic And Financial Spheres Of The Local Community People Cannot Attend Work The Way They Should And As A Consequence Suffer From Economic Foes Staff And Beneficiaries Of The Project Are Affected Alike When Women Are Imprisoned And Freed They Are Getting Very Angry At The Whole Society And Fear To Be Jailed Again In The Future Within The Family Sphere Being Imprisoned For A Woman Is A Real Shame For The Whole Family And Even More If The Woman Is Not Married As This Situation Jeopardizes In Fact Her Whole Life As A Woman Married Women May Also Be Divorced By Their Husbands And Lose Guard Of Their Children In The Process Or They Might Become Bread Winners Whilst Thus Facing A Complete New Situation For Them Being Able To Join Such A Project Might Save Some Of The WomenS Mental Health For Others It Is A Way To Earn Some Living Or At Least To Gain Some Practice Target Groups Were Reached And Selected According To The Project Plan And Criteria No Major Deviations Except For One Woman Who Could Not Attend The Training As She Faced A Divorce Called By Her Husband And This Was Followed By Family Difficulties Some Governorates Had To Be Chosen In Fact Due To Their High Number Of Female Ex Detainees In Governorates Like Hebron It Has To Be Mentioned Clearly That For All Women Attending Those Trainings It Was Of Major Importance To Talk About What They Have Been Through During Their Imprisonment And To Exchange With Others This Brought Them Confidence In Themselves As They Could Experiment That Others Had Been Through The Same Ordeal They Were Not The Only Black Sheep They Also Discovered That They Can Stand By Themselves Talk About It And Learn How To Operate A Camera And How To Make A Movie About Themselves And Their Experiences They Could Be Trusted For Others The Simple Fact To Get Out Of The Family Where They Could Be Considered As Shameful Was An Eye Opener That They Could Exist By Themselves Even If The Palestinian Authority Recognizes That They Have Been Jailed And May Receive Some Stipends For Their Jail Time
