Darfur Sudan Libya Nigeria Central African Republic Led The Government Of Chad To Open Its Borders From 2003 To Hundreds Of Thousands Of Refugees Displaced And Returned To The Country East West And South Of The Country The Latter The Majority Of Whom Are Children Young People And Women Have Found Refuge In The Provinces Of Ennedi East Wadi Fira Sila Salamat Lake Ouaddai Logone Occidental Logone Oriental Mandoul And Moyen Chari These Massive Arrivals Of The Population Are Not Without Consequences And Raise Questions Of Social Order Including That Of Education Thus Chad Is Obliged To Share Its Resources With Other Peoples In Accordance With The Cardinal Principle Adopted By The Government And Which Affirms That Education Has No Borders In Addition Chad Is A Vulnerable Country As It Faces Natural Disasters Food Insecurity And Health Emergencies That Are Linked To Drought Land Degradation And Flooding Among Other Things Thus According To The Interim Plan Of Education In Chad Piet Which Provides Strategic Orientations For The Education Sector From 2018 To 2020 The Main Challenges Identified Are The Risks Of Disasters And Conflicts Reducing Access To Education Education Of Children In Addition The Low Funding Of Education Aggravates Disparities Of All Kinds One Of The Challenges Of The Countrys Education System Is To Make Education In All Levels Of Education More Equitable This Will Result In The Reduction Of Disparities In Line With The Prospect Of Achieving The 2030 Education Agenda For Achieving The Sustainable Development Goals Sdg4 Especially The Education And Training Aiming At Ensuring Access For All To Quality Education On An Equal Footing And To Promoting Lifelong Learning Opportunities However The Constant Demographic Pressure Exerted By The Influx Of Refugees Returnees And Displaced Persons Conflicts And Natural Disasters Are Constantly Changing The Forecasts And Targets For Quality Education For All Thus Affecting Performance Efficiency And Effectiveness Yield Of It With This In Mind Education Can Not Wait Ecw Funding Supports Other Funding To Support The Government Of Chad By Intervening For Two Years To Help Improve Access And Quality Of Life Education In The Humanitarian Emergency Areas Concerned Ecw Funding Will Support The Menpc To Develop A Contingency Plan For The Education Sector In A Participatory And Inclusive Manner Indeed The Development Of An Education Contingency Plan Linked To The Transition Plan Is One Of The Main Expected Results For Developing And Strengthening Prevention And Resilience Mechanisms In The Face Of The Risks Of Conflict And Or Conflict Natural Disasters Therefore The Contingency Plan That Will Be Developed As Part Of This Consultation Will Be Inserted In The Education Sector Plan In Force Interim Plan Of Education In Chad Piet In Order To Guarantee Its Financing In A Context Of High Levels Of Education Risks Of Crises And Disasters Where Resources For Funding Education In A Humanitarian Emergency Are Limited This Contingency Plan Which Is A Planning And Predictability Tool Should Highlight The Main Activities Needed To Enable The Country To Prepare And Respond Effectively To The Consultant And Accompany The Menpc In Consolidating Existing Plans And Formulating An Overall Vision In The Document Contingency Plan Of The Education Sector The Present Terms Of Reference Are Intended To Provide A Comprehensive Basis For The Work Of The National Consultant Through The Definition Of Objectives And Expected Results But Also To Specify The Principles And Working Methods For Every Child ChampionMain Objective The Main Objective Is To Support The International Consultant In Charge Of Drawing Up The National Contingency Plan For Education In All Its Tasks Taking Appointments Making Contacts With Local Authorities And Other Actors Involved Facilitating The Access To Documents And Other Requested Tasks Specific Objectives Specifically It Is To Support The International Consultantin Charge Of The Development Of The National Contingency Plan Of Education In The Following Tasks Support The International Consultant In His Work In Close Collaboration With The Various Actors Involved In Taking Appointments Making Contact With Local Authorities And Other Stakeholders Including The Focal Points Of The Ministry Of Education And Other Ministries In Charge Of Risk Management Facilitating Access To Documents And Other Requested Tasks Including Focal Points Of The Ministry Of Education And Other Ministries In Charge Of Risk Management Assist In The Development Of Proposals On The Alert Threshold And Activation Of The Plan According To The Scale Of The Risks In Evidence And Help To Adapt It Locally By Putting In Place Mechanisms For Strengthening Resilience And Mitigating Affected Communities Assist In The Proposal Of A Budgeted Contingency Plan For The Country That Can Allow The Authorities To Activate This Plan In The Event Of A Disaster Of A Certain Magnitude And According To The Established Thresholds Provide Support For The Development Of A Mapping Of Recurring Risks And Those Whose Occurrence Is Deemed Likely According To An National Contingency Multi Risk Plan Assist In The Development Of A Risk Monitoring Mechanism At All Deconcentrated Levels Of The State Assist In The Proposal Of A Disaster Coordination Management System With A Well Defined Institutional And Legal Anchor Who Will Be Responsible For The Implementation Of This Plan Participate In All Tasks That Will Be Deemed Necessary During The Development Of Society Organizations Academics Development Partners And Working In The Field And The Private Sector To Better Collect Objective Information On The Historical Figures Of Crises Sectoral Alert Thresholds Roles And Responsibilities And Response Actions Already Planned Within Sectors Through This Consultation This Participatory Approach Will Make It Possible To Propose A Holistic Document Roll For Its Next Validation At A Workshop That Will Bring Together The Main Actors Involved The Methodology Will Also Take Into Account The Close Collaboration To Be Established With The Focal Points Of The Lead State Institutions In The Area Of The National Contingency Plan To Do This A Technical Workshop Will Be Organized To Mark The Starting Point Of The Activities And To Allow A Collective Reflection And A Common Consensus On The Issues And The Approaches This Workshop Will Be Followed By A Mini Workshop Training To Familiarize Stakeholders With Key Concepts Related To The Development Of A Contingency Plan Towards The End Of This Consultation A Validation Workshop Will Be Organized To Present The Contingency Plan And Validate Its Content By The Ministry Of National Education And Civic Promotion And Key Partners Multisectoral Technical Consulting SMultisectoral Technical Consultations Will Be Conducted By The International Consultant In Key Ministries Eg
