In Niger 1 I NtroductionThe Ecowas Center For Renewable Energy And Energy Efficiency Ecreee Was Established By The Ecowas Regulation C Reg 23 11 08 Of The 61St Session Of The Ecowas Council Of Ministers In 2008 With The Mandate To Contribute To Sustainable Economic Social And Environmental Development In West Africa By Improving Access To Modern Reliable And Accessible Energy Services Energy Security And The Reduction Of Energy Externalities Ghg And Local Pollution With The Support Of The Ecowas Commission The Austrian And Spanish Governments And Technical Assistance From Unido As Well As Other Partners Ecreee Has Implemented Several Key Actions In This Direction Including The Development Of A Regional Policy On Renewable Energies And TheEcowas Program On Gender Integration In Energy AccessEcreee Launched A Flagship Program Entitled Ecowas Program On Gender Integration In Energy Access Ecow Gen In 2013 The Program Was Established In The Context That The Potential Of Women In The Region Of Ecowas As Producers And Providers Of Energy Services Is Underutilizedand That The Empowerment Of Women And Men To Make Meaningful Contributions To The Implementation Of The Policies Adopted Is Necessary For The Achievement Of Sustainable Energy Goals For All Seforall In West Africa The Establishment Of Ecowas Gen Is Based On The Principles Set Out In The Ecowas Gender Equality Policy And Aims To Contribute To The Achievement Of The Se4all Objectives In West Africa And The Ecowas Renewable Energy And Regional Policy Energy Efficiency Putting Women At The Center Of Energy Development Two Of The Main Achievements Of Ecowas Gen Are The Adoption Of The Ecowas Policy For Gender Mainstreaming In Access To Energy And The Validation Of The Ecowas Directive On Gender Assessments In Projects The First Of Its Kind Ecowas Policy For Mainstreaming Gender In Access To EnergyRecognizing Gender Disparities In The Energy Sector The Ecowas Heads Of State Adopted The Ecowas Policy On The Integration Of Gender In Access To Energy Services On 4 June 2017 In Monrovia The Objective Of The Policy Is To Remove Barriers To The Equal Participation Of Men And Women In Expanding Access To Energy It Sets Out Five Key Strategic Objectives That If Achieved Together Would Represent The Successful Integration Of Gender Equality In Access To Energy These Objectives And Related Targets Are Presented In Table 1 Table 1 Strategic Objectives And Targets Of Ecowas Gender Policy In Access To EnergyStrategic ObjectiveTargets 1 Achieve A Generalized Understanding Of All Government Gender Units Fgus Within The Relevant Ministries In The Ecowas Countries And Some Replicator Organizations That Have Links To Energy Gender And Climate Change In Ecowas Countries This Capacity Building Activity Will Provide Gfus With All The Tools Necessary To Integrate Gender And Gender Issues Into All Structures Institutions Policies Procedures Practices Programs And Projects Of The Government And Other Stakeholders In The Energy Sector They Have Also Been Equipped With The Necessary Skills To Implement The Ecowas Policy For Gender Mainstreaming In Access To Energy In Their Infrastructure Development And The Regulatory Framework In The Energy Sector In The Ecowas Region It Highlighted A Wide Range Of Current Practices Development Priorities And Implementation Capacities In The Member States As A Result It Recommended A Directive As The Most Appropriate Legal Instrument For Integrating The Gender Dimension Into Energy Infrastructure Projects Because Of Its Flexibility To Adapt The Provisions To Each National Context As A Result Ecreee Encouraged The Development Of A Model Legal Document To Guide National Actors Towards The Achievement Of Ecowas Policy Objectives For Mainstreaming Gender In Energy Access In Accordance With Objective 2 Of Regional Policy The Model If Translated Into National Legal Regulatory Frameworks Is Designed To Achieve The Following Objectives 1 Ensure That The Specific Interests Of Women And Men As Stakeholders Are Taken Into Account In The Development Of Projects 2 Ensure That Any Potential Negative And Discriminatory Impact On Women Or Men Resulting From Projects Is Recognized And Avoided Or Mitigated To The Extent Possible 3 Improve The Transparency Of Plann
