Tenders Are Invited For Supply Of Humanitarian Emergency Relief Items 1 The Purchaser Is Undertaking The Primary Procurement With A View To Concluding A Framework Agreement The Purchaser Is The Lead Purchaser With The Governments Of The Cdema Participating States Granted Access To Conduct Secondary Procurement Under This Framework Agreement The Purchaser Now Invites Applications From Eligible Bidders For The Supply Of Relief Items To Cdema Participating States 2 The Primary Procurement Will Consist Of A Pre Qualification Questionnaire Pqq To Determine The BidderS Ability To Deliver Against The Proposed Framework Agreement Bidders Successful At This Stage Will Be Invited To Submit A Bid 3 The Framework Agreement To Be Concluded Will Be Multi User A List Of The Users Participating Purchasers Entitled To Purchase Under The Framework Agreement Will Be Provided In The Bidding Document 4 The Framework Agreement To Be Concluded Will Be Closed Therefore New Suppliers Cannot Be Added To The Framework Agreement 5 The Selection Of A Framework Agreement Supplier To Be Awarded A Call Off Contract Will Be Done Through A Secondary Procurement Process As Defined In The Bidding Document However The Conclusion Of A Framework Agreement Shall Not Impose Any Obligation On The Purchaser Including Participating Purchasers To Purchase Goods Under The Agreement The Conclusion Of A Framework Agreement Does Not Guarantee That A Framework Agreement Supplier Will Be Awarded A Call Off Contract 6 Bidding Will Be Conducted Through International Competitive Bidding Procurement Using CdemaS Icb For Framework Agreements Procurement Documents And Processes And Is Open To All Eligible Bidders As Defined In The Bidding Documents 7 Bidders May Submit Bids For One Or More Lots8 The Framework Agreement Shall Be Concluded For A Maximum Term Of Four 4 Years From TheCommencement Date Stated In The Framework Agreement The Initial Framework Agreement TermWill Be Two 2 Years With The Option To Extend By Up To Two 2 More Years 9 The Primary Procurement Shall Establish A Framework Agreement With The Bidder S Offering TheLowest Evaluated Bids In Accordance With The Evaluation Criteria In The Bidding Documents 10 The Purchaser May Request Framework Agreement Suppliers Offer Additional Similar Items To BeAdded To The Framework Agreement This May Include Modified Specifications And Similar ProductsEnsuring The Purchaser Has Access To Technological Developments Within The Market 11 Interested Eligible Bidders May Obtain Further Information Including The Bidding Documents From MsKeisha Atwell Via Email Procurement Cdema Org 12 The Deadline For The Submission Of The Pqq Is 18Th March 2019 1600 Ast 13 All Details Regarding The Submission Of Documents Throughout The Bidding Process Are Stated WithinThe Bidding Documents 14 All Communication With Cdema Relating To This Pqq Must Be Made Through The ProcurementOfficer In Writing To Either The Address Below Or The Following E Mail Address Procurement Cdema Org Yours Faithfully Keisha AtwellProcurement OfficerProcurement Cdema OrgCaribbean Disaster Emergency Management Agency Cdema Resiliance Way Lower Estate St Michael Barbados
