Experienced Recurrent Political And Institutional Instability Characterized By Sub Optimal Economic Progress Armed Conflicts And A Series Of Coups D tat And Human Rights Abuses Including Political Assassinations The Armed Conflict Of 1998 1999 Further Aggravated The Situation As It Devastated The Countrys Economic And Social Infrastructure Aggravating The Already Widespread Poverty Stability And Economic Development Remained Largely Hampered By Negative Civilian Military Dynamics And Opportunistic Alliances Between Political And Military Elites Inter And Intra Party Divisions Impunity Weak Public Institutions Chronic Absence Of Constructive Dialogue And Inability Of The State To Effectively In Their Part Of The Social Contract Today Guinea Bissau Continues To Face Chronic Political And Institutional Instability That Severely Affects Its Economic Development The Latest Coup In April 2012 Led The United Nations Security Council To Impose Specific Sanctions On Military Personnel Responsible For The Unconstitutional Change Of Power After A Two Year Transition Period Legislative And Presidential Elections Were Held In 2014 Marking The Return To Constitutional Order The Holding Of Free Fair And Transparent Elections As Well As The Appointment Of A New Government Created Momentum Around A National Vision For The Development And Consolidation Of Peace This Vision Informed The Generate Consensus Among The National Actors On The Essential Points Of The Revision Of The Electoral Law Collaborate In The Formulation Of Strategies That Can Promote The Participation And Engagement
