Nargis In The Ayeyarwady Division 2008 And Giri In Rakhine State 2010 And As Such Possesses Extensive Knowledge And Understanding Of The Operating Environment As A Consequence Of The Inter Communal Violence In Central Rakhine In June And October 2012 The Crucial Humanitarian Needs Of The Displaced Communities Led To An Increased Focus On Displacement And Addressing Humanitarian Needs In Rakhine State Drc Is Currently Delivering Shelter Community Infrastructure Water Sanitation Hygiene Wash Non Food Items Nfis Livelihoods And Protection Including Gbv And Child Protection Assistance To Internally Displaced People Idps And Conflict Affected Populations Drc Furthermore Serves As The Camp Management Agency For Approximately 52 000 Idps In Rural Sittwe Five Years After The Inter Communal Violence And Subsequent Large Scale Displacement In Rakhine State Children And Youth In Idp Camps Host Communities And Isolated Villages Continue To Face Considerable Child Protection Concerns The Protracted Displacement Worsening Inter Communal Relations Continuing Movement Restrictions A Lack Of Economic Opportunity And The Scaling Down Or Redirection Of Some Basic Humanitarian Assistance In 2016 Have Exacerbated ChildrenS Vulnerability To A Variety Of Child Protection Risks Including Child Labour Child Labour Deprives Children And Adolescents From A Normal Childhood Exposing Them To Moral Health And Social Risks It Prevents Them From Education Studying Normally And Also From Developing Skills And Abilities To Their Highest Potentials Child Labour Is A Serious Violation Of Human Rights And Fundamental Rights And Principles At Work Thus Representing A Barrier To Decent Work Child Labour Is A Cause And Consequence Of Poverty And Lack Of Opportunities It Impacts The Development Of Countries And Often Leads To Forced Labour In Adulthood As Well As Other Human Rights Violations International Labour OrganisationObjectives Of The ConsultancyDrc Child Protection Cp Is Seeking A Consultant To Map Needs In Terms Of Child Labour In Drc CpS Areas Of Intervention In Mrauk U And Kyauktaw Rakhine State Special Attention Should Be Paid To Linkages Between Livelihood Opportunities Education And Child Labour The Objective Focuses On The Identification Of Child Labour Issues Through Qualitative And Quantitative Methodologies With Results Used To Develop Staff Capacity To Identify Prevent And Respond To Child Labour Issues In Line With International Standards The ConsultancyS Primary Focus Will Be On Working Boys And Girls In 14 Locations Across Mruak U And Kyauktaw The Consultancy Will Identify Risk Factors Direct And Indirect Causes And Drivers Of Child Labour Including Poverty As Well As Positive Factors And Institutional And Community Capacity A Rapid Desk And Field Analysis Will Be Conducted And Results Will Contribute To The Development And Facilitation Of A Tot Package Designed For Drc Staff And Animators As Well As A More Basic Training Package For Roll Out In Communities The Training Should Focus On Preparedness Planning And Response Equipping Drc Staff And Animators With Knowledge And Skills To Prevent Analyse And Respond To Worst Forms Of Child Labour The Objective Is Then For Drc Staff And Animators To Conduct The Trainings In Their Community Including Child Protection Groups Cpgs The Consultancy Is Part Of The Drc Holistic Protection Approach Aiming To Increase Capacity And Give Ownership To Contribute To The Construction Of A Protective Environment For Children Duties Responsibilities And DeliverablesThe Consultant Will Be Based In Mruak U Rakhine State And Will Work In 14 Locations For A Minimum Of 22 Days Of Which 20 Are Field Based Including 6 Days Training The Remaining 2 Days Will Be To Finalise A Tot Training Manual Plus A Report Including Drivers Of Child Labour And Recommendations For Drc Child Protection TeamS Response Applicants Should Propose A Workplan For Achieving The Deliverables In This Tor To Ensure Realistic And Workable Deadlines The Consultant Will Report To The Child Protection Project Manager And Will Conduct The Following Activities Responsibilities Ensuring Analysis Of Secondary And Primary Data Conduct Mapping Of Child Labour Practices In Rakhine State Particularly Focusing On Drc Child Protection 14 Locations Of Intervention In Mruak U And Kyauktaw Guided By Ilo Interagency Toolkit And Desk And Field Research Draft A Tot Training Manual To Be Used By Drc Field Based Staff In Their Respective Communities Facilitate A 3 Day Tot For Drc Child Protection Staff And Animators In 2 Locations Produce A Report Outlining Causes Of Child Labour And Recommendations For Drc Response Report And Formulation Of Recommendations At The End Of His Her Assignment The Consultant Will Prepare A Comprehensive Written Report In English The Report Should Contain An Overview Of Causes Of Child Labour With A Special Attention On The Link Between Livelihood And Education Examples Of Case Studies And Recommendations For Drc Child Protection Response The Final Report Can Be Drafted During The Project And Can Be Finalized On The Last 2 Days Of This Consultancy Duties The Consultant Will Sign The Code Of Ethics And Will Ensure Full Respect Of Humanitarian Principles When Approaching Community Members The Consultant Will Sign DrcS Confidentiality Form Deliverables 1 A Tot Package Including Manual And Training Presentation To Be Delivered To Drc Child Protection Staff And Animators This Will Be Guided By The Ilo Interagency Toolkit Supporting The Protection Needs Of Child Labourers In Emergencies2 A Training Package Including Simplified Manual And Training Presentation Targeted For The Animators To Train The Community In Each Field Location Drc Will Be Responsible For Translation Of The Materials From English To Myanmar Language To Ensure Suitability Of Use By Field Based Staff 3 1 Three Day Tot Delivered To Animators From Muslim Communities Drc Child Protection Staff Will Also Attend In Order To Have Capacity To Provide Ongoing Support4 1 Three Day Tot Delivered To Animators From Rakhine Communities Drc Child Protection Staff Will Also Attend In Order To Have Capacity To Provide Ongoing Support5 Oversee One Training Session In A Muslim And Rakhine Location To Ensure Quality Of Training In The Field6 A Report Outlining Child Labour
