Children Who Might Otherwise Not Have Access To Life In A Family Setting The Deinstitutionalization Process In The Country Was Initiated In 2000 However Despite Strong Efforts At The Time There Was Marginal Impact Due To Lack Of Adequate Services Limited Support Service Providers When Transitioning From Institutional Care And A Lack Of Financing For Community Services The Ministry Of Labour And Social Policy Is In A Lead Of A Comprehensive Reform Of The Social Protection System In The Country Aimed At Addressing The Coverage Effectiveness Efficiency And Overall Delivery Of Social Benefits And Services In A More Inclusive Manner The Current Reform Process Focuses On Development Of New Law On Social Protection And Amendment Of The Child Protection Law With Aim To Be Adopted By The End Of The Year Introducing Case Management Approach In The Work Of The Professionals In The Social Protection System The Capacity Development Activities Are Currently Being Implemented Transition From Institutional Into Community Based Care The Transformation Process Has Been Initiated For All Institutions Or Children In The Country Consolidating The CountryS Fragmented Cash Benefit System And Improving The Adequacy And Coverage Of Social Transfers Setting The Ground For The Pluralization In The Delivery Of Social Services Through Social Contracting And Incentivizing The Private Sector Csos Provide Technical Support In Strengthening Of The Foster Care System How Can You Make A Difference Unicef Is Seeking A National Expert To Provide Technical Support To The Ministry Of Labour And Social Policy In Strengthening Of The Foster Care System In The Country In Doing So The Consultant Will Work With The International Expert To Be Selected By Unicef And The Molsp To Provide Technical Assistance In The Area Of Revision Of Secondary Legislation Related To Foster Care Development Of Specialized Foster Care Establishment Of Support Centres For Foster Families Revision Of The Training Package For Foster Families Development Of Programme And Materials For Continuous Support Of Foster Families Development Of Specialised Foster Care Particularly For Children With Disabilities The National Expert Is Planned To Be Engaged For This Task To Collaborate With The International Consultant With Expertise In Disability And Or In Social Work And Policy Main Tasks The National Expert Will Provide Support In Detailed Tasks Include The Following Review And Revision Of Existing Standards And Procedures With Regards To Foster Care And Development Of New According To The Needs Review And Revision Of Existing Regulation Standards And Procedures With Regards To Adoption And Development Of New According To The Needs Revise And Further Develop The Recruitment Assessment And Training System By Developing A Comprehensive Manual For Service Providers On The Recruitment Assessment And Approval Of Foster Cares Training Modules For Initial And Continuous Training Of Foster Families Specific Modules For Training Of Specialised Foster Carers Tools For Information Delivery Promotion And Recruitment Of Foster Families Techniques And Instruments For Assessment Monitoring And Permanency Planning Support The Design And Establishment Of A Specialised Foster Care Support Centre S By Development Of Programme Structure Of Staff Working Tools With A Purpose To Provide Training
