Secretariat Thimphu Bhutan At Phuntshowangdi Nec Gov Bt Or Jlnorbu Nec Gov Bt Please Contact 323384 324323 For Clarification 1 Background And Rationale Bhutan Power Master Plan 2004 Has Estimated Hydropower Potential At 30 000Mw And Currently Five Hydropower Plants Totalling 1 606Mw Capacities Are In Operation With Additional 3 638 Mw Under Construction And Further Under Discussion As Per The Provisions Under The National Environment Protection Act 2007 And The Water Act Of Bhutan 2011 It Is Mandatory To Set Minimum Environment Flow E Flow For Any Diversion Of Main Water Course A Preliminary Study On E Flow Conducted In 2010 For Hydropower Projects Expressed In Carrying Out A Specific Study To Come Up With A Reasonable Recommendation Of E Flow That Is Economically And Environmentally Feasible And Built National Capacity For Assessment And Monitoring Of E Flow To Ensure Environmentally Sustainable Hydropower Development In The Country The Project On Study On Minimum Environmental Flow For Hydropower Projects In Bhutan Was Developed To Fill The Above Deficiency Overall Outcome Is To Develop The National Capacity For Assessment And Monitoring Of Environmental Flow To Ensure Environmentally Sustainable Hydropower Development This Is To Ensure That Negative Impact Of Project Is Minimized Or Avoided On Environment From Such Developmental Activities In Achieving The Desired Outcome Number Of Outputs Vis A Vis Activities Was Planned Accordingly To Materialise All These Austrian Development Agency Ada Was Generous Enough To Provide Support Of Euro 1 300 000 00 For The Eflow Project 2 Purpose This Is The End Term Evaluation Of The Study On Minimum Environmental Flow For Hydropower Projects In Bhutan The Purpose Of This External Evaluation Is To Assess The Achievement Effectiveness Difficulty And Challenges Faced And Lesson Learned During Implementation Of This Project And Assessment Of The Concept Note For The Next Phase Support On E Flow These Are Based On The Project Outcome And Outputs As Per The Indicator Mentioned In The Project Document In Doing So It Is Important To Assess The Collaboration Developed With The Target Groups And Partner Agencies Steps Taken In Developing Institutional Capacity And In Sustaining The Progress Made In Addition The Evaluator Must Provide Feedback On Challenges Constraints Faced In Implementation Of The Results And Assess Remaining Gaps And Provide Recommendation For Follow On Interventions 3 Outputs And OutcomeThe Project Has Clear Focus In Achieving The Results Through Proper Implementation Arrangement In This Respect The Followings Are The Outputs And Outcome Output Develop The National Capacity For Assessment And Monitoring Of Environmental Flow To Ensure Environmentally Sustainable Hydropower Development In The Country In Doing So Maintain Institutional Memory By Building Capacities Of Regulators Developers Implementers And Technical Colleges And Institutes Through Training Institutional Linkages And Partnerships And Coming Up With Appropriate Information For Incorporation Under The Broad Environmental Chapter Output 1 Develop Guideline For Assessment Determination And Monitoring Of Eflow Output 2 Determine Minimum E Flow For At Least 1 River 1 Hydropower Project Under Construction 1 Hydropower Project Under Operation And 1 Hydropower Project Planned For Development Which Will Result In The Development Of National Minimum E Flow Standard Output 3 Strengthen Capacity Of Relevant Stakeholders 13 Officials From Necs And Relevant Agencies Will Be Trained For The Assessment And Determination Of E Flow Institutional Linkages Will Be Established With Recognised Institutions And Organisations Output 4 Conduct And Determine Minimum E Flow For One More River Stretch Where Hydropower Project Is Under Construction 4 ObjectiveThe Objectives Of The Evaluation Are To Assess The Outputs And Outcome Lessons Learnt And Further Recommendations For Sustainability And Assessment Of The Concept Note For The Next Phase Support On E Flow In Doing So Under The Relevant Oecd Dac Evaluation Criteria Relevance Impact Outcome Output For This Project Evaluation Effectiveness Efficiency And Sustainability The Evaluator Has To Analyse The Following Points To Review The E Flow Document Relevancy And Effectiveness In Delivering The Product The Extent To Which The Project Has Achieved Its Project Purpose Outcome And Results Outputs Including Contribution To Sustainable Energy Sdg 7 Assess The Extent To Which The Capacity Development And Institutionalization Measures Have Been Achieved Include Total Beneficiaries Of The Project By Gender Disaggregation Design And Coherence Of The Project Including The Design Of The Log Frame Matrix And Present The Underlying Theory Of Change And Its Assumptions Roll Out Measures Political Will Policy Decision For Implementation Of Results Provide A Step Wise Nation Wide Implementation Strategy Of The Results Mainly Guidelines For E Flow Assessment Of The Project In Ensuring Sustainable Development Through Ensuring Minimum Required E Flows In Rivers With Hydropower Development CountryS Ability To Successfully Implement The Results Of The Project I E The Implementation Of The Guideline E Flow Standards And Strengthening Institutional Capacity Extent To Which Cross Cutting Issues Gender Environment Social Mainstreaming Were Applied And Potential Design Of A New Project Focused Along With Recommendations Towards Implementing The Results Of This Project And What Still Remains To Be Done
