Request For Express Of Interest For International Advisors To Review Of The Nationwide Dam Safety InspectionAdditional Financing To The Technical Assistance For Capacity Building In The Hydropower And Mining Sectors Hmta ProjectIn The Wake Of The Xepian Xanamnoy Hydropower Project Xpxnn Saddle Dam Failure Incident On July 23 2018 And The Nationwide Flooding During July Aug 2018 The Government Of Lao Pdr Gol Issued An Instruction To Suspend Development Of All Hydropower Hpp And Call For Renewed Inspection Of All Existing Hpp Facilities To This End The Ministry Of Energy And Mines Mem Established Its Special Committee To Review And Monitor Water Management And Hydropower Project Development Nationwide On July 26 2018 Under Which The Technical Committee To Review All Hydropower Projects In The Country Was Also Established Ministerial Decision No 1568 Mem Dated 26 July 2018 On November 9 2018 Mem Issued Instruction No 2347 Requiring That Licenses Owners Of Hydropower Projects With Concession Agreements Above 15 Mw Owners Promptly Implement An Emergency Dam Safety Inspection To Safeguard Public Safety Private And Public Assets And The Eco Systems Of Lao Pdr In Order To Undertake This Emergency Inspection Mem Developed A Framework This Framework Requires First That The Owner Of Hydropower Projects Above 15 Mw Report Back To Mem On The Safety Conditions Of Their Projects Each Owner Will Submit To Mem An Emergency Dam Safety Inspection Report Accordingly To A Standard Template Tor For Dam Safety Emergency Inspection Provided In Sequence The Framework Provides That Mem With The Assistance Of International Advisors Will Review The Reports Produced By Owners Regarding The Safety Of The Dams Under Construction And In Operation In The Lao Pdr Territory In Order To Perform Thorough Review Based On The Review Of The Emergency Dam Inspection Report And For Some Dams Required Dam Safety Evaluation Reports The International Advisors Assigned By Mem Will Review Their Assigned Dams Detailed Design Geological Investigation Reports Technical Specifications Construction Method Statements As Build Drawing Progress Report Insitu Laboratory Test Results First Reservoir Impoundment Record Plan Safety Rule For Operations And Maintenance Or O M Plan Manual Emergency Action Plan Eap If Any And Other Inspection Reports Such As Annual Inspection Reports 5 Years Inspection Reports Incident Reports Etc For This Purpose Mem Requires To Recruit The International Advisors Include I Dam Safety Specialist Ii Geologist Geotechnical Specialist And Iii Hydrologist To Support The Review Of The Emergency Dam Safety Inspection In Accordance With Terms Of Reference
