Institutional And Ticketing Diagnosis Of The Metropolitan Transport System; Diagnosis Of Tariff Policy And Of The User Base, Including Statutory Free-Fare Entitlements, Integration Regimes And The Fiscal Cost Of Current Arrangements; Mapping Of The Network And Of Supply Overlaps Between Modes And Operators; Legal Analysis Of Metropolitan Integration, Covering The Instruments Available To Bind The Federative Entities, The Legal Regime Of Ticketing Data And The Legal Framing Of A Clearing House; And Economic And Financial Analysis Of Integration. The Front Also Covers The Regulatory Diagnosis: Inventory And Assessment Of The Sector Regulators Normative Stock Against Good Regulatory Practice, Review Of Its Supervisory And Sanctioning Record, And Identification Of The Gaps To Be Addressed Through New Regulation Or Contractual Provisions.
