Date Added: May 6, 2026 Deadline: 26/05/2026 Category: Construction & Engineering, Power & Electrification The Federal Government of Nigeria, through the Transmission Company of Nigeria (TCN) (hereinafter called Client), has received financing from the French Development Agency (AFD) toward the cost of the Northern Corridor Transmission Project. TCN intends to use part of the funds thereof for payments for the following consultancy services under the project: Preparation and Implementation of a Resettlement Action Plan (RAP), Acquisition of Right of Way (ROW) for the Proposed Construction of Katsina-Daura-Gwiwa-Jogana 330kV DC Transmission Line (211km) & Kainji-Kalgo 330kV DC Transmission Line (295km) and their associated Substations. The Credit Facility Agreement (loan) for the Northern Corridor Project was signed on 21st December, 2020 for a duration of six years. The locations of the projects are within the North Western axis of Nigeria. There is also a grant provided by the EU to support the project. The funds provided by the EU have been delegated to the AFD via a delegation agreement signed on 30th December, 2019 and later provided to the Federal Government of Nigeria (FGN) via a grant agreement signed on 14th September, 2022 between AFD and FGN. Deadline for the use of funds for both the financing (loan and grant) is set at 2030. The main objective of the Northern Corridor project is to strengthen low-carbon economic growth in Western Africa by (i) improving the quality of the electricity network in Nigeria and (ii) supporting the development of a regional electricity market under WAPP. The project is divided into two components: Component 1 Transmission Infrastructure Expansion and Component 2 Project Implementation Support and Capacity Building. The execution of Component 2 has started, while that of Component 1 is still in the preparatory stage: preparatory documents are still being finalized. This procurement relates to Component 1 of the project as described above and is linked to the construction of the following High Voltage Overhead Transmission Lines and associated Substations: i. Katsina-Daura-Gwiwa-Jogana 330kV DC Transmission Line (approximately 211km) with its associated 2x150MVA 330/132/33kV Substations at Daura and Jogana, respectively. ii. Kainji-Kalgo 330kV DC Transmission Line (approximately 295km) with its associated 1x150MVA 330/132/33kV Substation at Kalgo. The construction of 330kV DC HV Transmission Line Kalgo Sokoto (approximately 145km) with its associated substation at Sokoto, which is also part of Component 1, falls outside the scope of this procurement. The objective of this consultancy: Ensuring that Project Affected Persons (PAPs) affected by the implementation of this project are adequately compensated and that their livelihoods are restored, in accordance with the provisions of the Land Use Act of Nigeria and the World Bank Environmental and Social Standard on Involuntary Resettlement (ESS5). The project is expected to involve significant resettlement impacts across multiple States within the region. Based on preliminary RAP documentation, the number of PAPs is estimated to exceed 10,000, with a broader affected population of approximately 40,000 to 50,000 individuals. Impacts are expected to be predominantly economic in nature (including agricultural land use, crops, and livelihood activities), with localized physical displacement and impacts on structures and economic activities within the Right of Way and substation areas. The assignment therefore considered complexities, involving large-scale data collection, multiple institutional stakeholders, and challenging implementation conditions. This Request for Expressions of Interest is open to: Consulting firms Individual consultants NGOs Joint Venture between NGO(s) and consulting firm(s) Where the Joint Venture is between consulting firms + NGOs, the lead member of the JV must be the consulting firm. Existing documentation/ongoing progress. Environmental Safeguards considerations have been factored into the project concept through the preparation of relevant safeguards instruments, including Environmental Impact Assessments (ESIA), Environmental and Social Management Plans (ESMP), Stakeholder Engagement Plans (SEP) and Resettlement Action Plans (RAP) in accordance with the provisions of the Land Use Act of Nigeria and the World Bank policy on Land Acquisition, Restrictions on Land Use and Involuntary Resettlement (ESS5). It should be pointed out, however, that, due to the time elapsed (since the original preparations) and also to the subsequent optimization of the line routes, the updates/review of the project safeguard instruments for the project are being finalized. The assignment will therefore include a redesign of the RAPs as a consequence, to reflect current realities. Specific tasks to be carried out by the Consultant include, among others, the following: Phase 1: Preparation of a Resettlement Action Plan (RAP) covering the entire project, including the update of the census and asset inventory, and drafting of the full documentation in compliance with World Bank standards, including the re-establishment and validation of baseline data (cadastral, socio-economic, and asset surveys), valuation of affected assets in accordance with replacement cost principles, establishment of structured and geo-referenced databases, and preparation of complete RAP documentation in compliance with ESS5 and applicable National regulations. Phase 2: Implementation of the RAP prepared for the proposed project, including support to compensation processes, implementation of livelihood restoration measures, grievance management, stakeholder engagement, and monitoring. A rough time estimate of Key Experts time input per phases: Phase 1 (RAP Preparation): approximately 300 to 450 person-days Phase 2 (RAP Implementation Support): approximately 300 to 500 person-days The Project Implementation Unit for the Northern Corridor Transmission hereby invites applicants to express their interest in delivering the services described above. This Request for Expressions of Interest (EoI) is open to: Consulting Firms and Joint Venture of Consulting firms and NGOs. Consultants may associate with other firms and/or NGOs in the form of a consortium to enhance their qualifications. Applicants are expected to demonstrate a structured consortium that combines international expertise with a strong local presence in Nigeria or in comparable contexts. Eligibility criteria for AFD-financed projects are specified in sub-clause 1.3 of the Procurement Guidelines for AFD-Financed Contracts in Foreign Countries, available online on AFDs website: http://www.afd.fr. The Applicants shall submit only one application, either in its own name or as a member of a Joint Venture (JV). If an Applicant (including any JV member) submits or participates in more than one application, those applications shall all be rejected. However, the same Subconsultant may participate in several applications. If the Applicant is a JV, the expression of interest shall include: A copy of the JV Agreement entered into by all members; or A letter of intent to execute a JV Agreement, signed by all members, together with a copy of the Agreement proposal. In the absence of this document, the other members will be considered as Subconsultants. The experiences and qualifications of Subconsultants are not taken into account in the evaluation of the applications. Interested Applicants must provide information evidencing that they are qualified and experienced to perform those Services. For that purpose, documented evidence of recent and similar services shall be submitted. Determination of the similarity of the experiences will be based on: The contract size: in terms of person-months and value; The nature of the Services: must demonstrate similar experience in at least two (2) projects, each valued within the range of EUR850,000 and above, in the last ten (10) years. TCN shall not analyze CVs of experts profiles at this stage. Interested Consultants (firms may associate) should provide information not exceeding thirty (30) pages, in view of ensuring synthesis from the part of the firms demonstrating that they have the requisite qualifications and cognate experience to perform the services. The criteria for shortlisting shall include: Maximum of 4 pages for the presentation of the firm; Maximum of 10 references, with (i) a summary table of 1 page (title of ref, country, client/financier, total amount, and share made by the firm, years of implementation) and (ii) a description sheet of 1 page per reference. The references must be accompanied by Completion Certificates from the Client. TCN will place more emphasis on the verifiable references of similar assignments undertaken by the Consultant for the evaluation, with particular emphasis on demonstrated experience in: o Large-scale resettlement planning and implementation in compliance with international standards (including ESS5); o Projects involving livelihood restoration and numbers of Project Affected Persons (PAPs) exceeding 1,000 PAPs, and involving complex institutional environments; o Management of large-scale field surveys and georeferenced data. Any other element indicating the firms relevance for the assignment; Evidence of quality and environmental management certification.
