Stormwater Master Plan Update . Notice Is Hereby Given By The City Of Colwood Of Its Intent To Noi-Eng-25-024 For The Provision Of Services Related To The Development Of The Updated Stormwater Master Plan (Swmp) As Follows: Contractor/Vendor Name:Mcelhanney Consulting Ltd. Description Of Purchase: Stormwater Master Plan Update Value Of Award: $197,637 The Period Of Performance For This Effort Will Be A 12-Month Period. The Term Of The Contract Will Be Commencing On Or About January 2026. The City Of Colwood Has Elected Not To Invite Proposals At This Time For The Following Reasons: Project-Specific Background Knowledge And Prior Work: Mcelhanney Consulting Ltd. Has Completed Stormwater-Related Work For The City That Directly Informs The Proposed Stormwater Master Plan Update. This Includes Preparation Of The City’S 2018 Stormwater Master Plan, Multiple Allandale Lands Drainage And Design Memoranda, Detention Storage Evaluations, The Colwood Creek Hydrotechnical Analysis, And Other Site-Specific Stormwater Investigations. As Part Of This Work, Mcelhanney Has Also Undertaken Detailed Technical Review Of Third-Party Hydrogeological And Drainage Reports Related To The Same Study Areas. One Of The Objectives Of This Stormwater Master Plan Update Is To Consolidate And Synthesize This Existing Body Of Work Into A Single Overarching Planning Document. As Mcelhanney Authored Or Has Already Reviewed Much Of This Technical Material, They Are Able To Complete This Integration Without The Extensive Background Review And Re-Interpretation That Would Be Required Of A New Consultant. Continuity And Efficiency: Mcelhanney Maintains The Hydrologic And Hydraulic Models Developed For The City And Has Recently Updated The City’S Baseline Stormwater Model In 2025. Their Continued Involvement Allows The Project To Proceed Directly From This Existing Technical Foundation, Maintaining Consistency In Assumptions, Modelling Approaches, And Interpretation Of Results. Engaging Another Consultant Would Require Familiarization With Background Materials, Model Interpretation, And Validation Of Prior Work, Resulting In Additional Time, Cost, And Duplication Of Effort. Integration Of Site-Specific Studies Into A City-Wide Framework: This Stormwater Master Plan Update Is Intended To Bring Together Multiple Site-Specific Drainage Challenges, Hydrotechnical Analyses, And Stormwater Studies Into A Coordinated, City-Wide Framework. Mcelhanney’S Direct Involvement In These Individual Studies Allows Them To Accurately Reflect The Intent, Limitations, And Findings Of Each Within The Broader Master Plan. This Level Of Integration Is More Efficiently Achieved By The Consultant Who Has Been Involved Throughout The Development Of The Underlying Technical Work. Responses To This Notice Must Demonstrate Clear And Convincing Evidence That Competition Would Be Advantageous To The City Of Colwood, Would Not Be Cost Or Time Prohibitive, And Would Not Hinder The Objective Of The Opportunity. The Determination Not To Compete This Proposed Contract Action Is Solely Within The Discretion Of The City Of Colwood. Information Received Will Normally Be Considered For The Purposes Of Determining Whether To Conduct A Competitive Procurement. The City Of Colwood Will Not Be Responsible For Any Costs Incurred By Responding To This Notice.
