The Subject Of The Public Contract Is The Modification Of The Technical And Software Resources Currently Operated By The Contracting Authority In The Form Of Replacing The Current 2 Hsm Modules With Their Newer Version, Including The Necessary Software Resources, And Their Installation, Implementation And Configuration In The Contracting Authoritys Environment So That The Newly Delivered Hsm Modules Meet The Requirements For A Qscd (Qualified Seal Creation Device) In The Contracting Authoritys System Environment After Implementation, And The Provision Of Related Operational Support. A More Detailed Specification Of The Subject Of The Public Contract Is Given In The Draft Contract, Which Forms Annex No. 1 Of The Procurement Documentation. Given The Fact That The Client Has Fully Integrated Existing Hw And Sw Resources In Its Is Structure, And Considering That The Certification Of The Existing Hw And Sw Resources Will Be Terminated And Without It The Hw And Sw Resources Cannot Be Properly Used Further, And The Transition To Other Hw And Sw Resources Would Entail Disproportionately High Costs On The Part Of The Client In Relation To The Necessary Modification Of All Existing Applications And Systems That Use The Existing Resources For Sealing, The Client Believes That In This Case Justified By The Very Subject Of The Public Contract Referring To A Certain Product, Or For Hw And Sw Resources And Support Of A Specific Manufacturer, The Procurement Of Which Is The Subject Of This Public Contract. The Contracting Authority Did Not Divide The Public Contract Into Parts, As The Subject Of The Public Contract Forms One Functional Unit And Is Entered In A Time Context.
