Expression of Interest for Green & Resilient Cities Brazil: Investment Assessment and Climate Finance Accelerator Brazilian cities face a range of challenges that hinder their ability to advance climate mitigation and resilience initiatives. These challenges include limited institutional and technical capacities at the local level, which restrict the ability of municipal governments to identify, budget for, and implement strategic investments. There is also a lack of bankable project pipelines, as cities often do not have the necessary technical studies and engineering designs. Furthermore, access to financing is constrained, both by fiscal limitations and by the aforementioned gaps in capacity and project preparation. This consultancy is part of the World Banks support to the Brazilian Federal Governments Green and Resilient Cities Program (Programa Cidades Verdes e Resilientes PCVR), which is managed jointly by the Ministries of Environment and Climate Change (MMA), Cities (MCid), and Science, Innovation and Technology (MCTI), and will be supported by the City Climate Finance Gap Fund. The main objectives of the consultancy are (i) to conduct a comprehensive needs assessment of the current and projected demand for climate-related investments at the local level, within the framework of the green and resilient cities agenda in Brazil, and (ii) to identify, evaluate, and recommend viable models and operational frameworks for a climate finance accelerator tailored to Brazilian cities.
