Expression of Interest are invited for FOLUR: Framework for the Climate Smart Agriculture Platform, Ukraine. Publication Date: 11/06/2025 12:00 AM EST EOI Deadline: 11/20/2025 11:59 PM EST The global food system is critical for improving food security, nutrition, poverty alleviation and income generation all key needs to achievethe social, economic and environmental aspects of the United Nations Sustainable Development Goals (SDGs). However, the food system is facing a significant threat from a variety of complex issues such as the expansion of commodity production, misaligned incentives, poor governance issues. It has led to a myriad of challenges such as deforestation, loss of habitat, together with land and soil degradation. Multiple global stakeholders and institutions have recognized the importance of working on these challenges: governments, large companies, and international organizations as well as local producers, smallholders, research organizations, consumer advocacy groups and environmental Non-Governmental Organizations (NGOs). Therefore, to respond directly to these challenges and build on the existing baseline, the GEF has developed the Food Systems, Land Use and Restoration (FOLUR) Impact Program (IP), which seeks to promote sustainable integrated landscapes and efficient food value chains at scale. The Global Platform, working with various countries aims to offer capacity building, technical assistance, resource mobilization, and knowledge exchange will help to address the defined needs for more concerted collective action, coordinated and integrated interventions, scaled up investment with a faster pace and greater impact. The program is designed to tackle the dual challenges of achieving a global food system built on sustainable land use practices and productive, resilient landscapes. One of the aspects of FOLURs sustainability agenda is to support countries where targeted food value chains (wheat, maize, coffee, cocoa, livestock, palm oil, rice, and soy) are a focus of the WB and Core Partners investments. One of these projects is Ukraine Agriculture Recovery Inclusive Support Emergency (ARISE) Project (P180732), where FOLUR will provide support to develop a Framework for the Climate Smart Agriculture Platform, to contribute to successful adoption of sustainable land management practices. Scope of the activities. Selected Firm will develop technical specifications for an EU-aligned repository of the Climate Smart Agriculture (CSA) materials (collection of data, guidelines, tools, methodologies, case studies, and knowledge resources) in Ukraine based on the State Agrarian Registry. The State Agrarian Register (SARhttps://dar.gov.ua) is a state automated information system for collecting, recording, accumulating, and processing information about agricultural producers. SAR was established to efficiently distribute support among small and middle farmers with online access to support programs. The information system works similarly to the farm registers in all EU member states. SAR was developed and maintained with the European Unions financial support and the World Banks technical assistance. SAR has been operational since August 2022.As of early October 2024, more than 160,000 farmers were registered in SAR. CSA framework is data, documents, digital tools, and other knowledge resources related to CSA policies, practices, and monitoring systems. These materials shall be aligned with the EU Common Agricultural Policy (CAP) framework and organized into an interoperable repository integrated with the State Agrarian Registry (SAR). CSA repository may include the following: Technical and policy documents national strategies, CSA action plans, policy briefs, and alignment frameworks with the EU CAP, particularly with its Green Architecture (eco-schemes, agri-environment-climate measures, conditionality). Good practice examples and case studies Ukrainian and EU examples of CSA interventions (e.g., soil management, crop diversification, water-efficient irrigation, carbon farming, agroforestry, precision agriculture). Training and extension materials manuals, e-learning modules, guidelines for farmers and advisors on adopting CSA practices consistent with EU CAP requirements. Datasets and indicators agricultural, environmental, and climate data relevant to CSA (e.g., emissions, soil organic carbon, land use, yields, water use efficiency), compatible with EU monitoring and reporting systems. Tools and methodologies models, calculators, and digital tools for assessing the climate impact of agricultural practices or for tracking progress toward CAP-aligned sustainability targets. Research outputs studies, pilot results, or assessments conducted by Ukrainian or EU institutions on CSA adoption, impacts, and economic feasibility. Specific tasks will include the following: Database Design and Development: Design framework for a user-friendly knowledge repository module for CSA materials in the State Agrarian Register. Provide recommendations on how to integrate CAP indicators/data into the SAR platform to ensure alignment with EU agricultural standards. Ensure that functionality for the data input from Ukrainian research institutions, donors, and international partners (FAO, USAID, EU, etc.) is seamlessly incorporated. Content Management and Curation: Plan mechanisms for regular updates to the CSA knowledge base, including manuals, case studies, and guidance. Design functionality for Ukrainian academic institutions to curate and validate content. Design a cabinet for a platform administrator who would update the materials and ensure that all materials are translated and adapted to be accessible to the target audience, particularly small-sized farmers. Stakeholder Coordination and Partnership Building: Develop an organizational structure for regular support and updating of the CSA repository on behalf of the SAR owner Ministry of Agrarian Policy and Food of Ukraine. Collaborate with international organizations (FAO, USAID, German-Ukrainian Cooperation on Organic Agriculture) and private technology suppliers to create a basic dataset of verified CSA materials to be uploaded to the platform when it is developed. Develop protocols for data sharing and integration from multiple sources (research institutions, donors, input suppliers). Ensure tools for effective communication and coordination with stakeholders to maintain alignment with CAP objectives. Technical Integration and Data Security: Develop data security protocols in line with EU GDPR standards. Ensure the modules architecture is secure, stable, and easily maintained after completing the project. Enable seamless integration with existing digital infrastructure, ensuring compatibility with CAP data reporting tools. Monitoring, Evaluation, and Continuous Improvement: Develop tools for tracking the use and impact of the knowledge database by farmers. The database is a repository of practices that are considered good practices, aligned with practices that are eligible for EU support in the EU, and will act as the main reference for assessing farmer compliance with good CSA practices for future state support to farmers in Ukraine and as a basis for related advice to farmer.
