The District Of Summerland Intends To Direct Award A Contract To Pacific Powertech Inc., Located At Unit #110-2071 Kingsway Avenue, Port Coquitlam, Bc, For The Following Goods/Service:Repair Of Damaged Transformers, Including But Not Limited To:Providing Parts And Labour To Repair Damaged Equipmentsuppling Class A Mineral Insulating Oil And Refilling Oil In Units Missing Oilfiltering And Processing Oilperforming Oil Samplingreportingthe Contract Award Value Will Vary Depending On The Amount Of Oil Required And Whether Or Not Some Units Need To Be Shipped Offsite; However, The District Expects That The Contract Award Value Will Range Between $155,000 To $200,000 Plus Gst.The District Has Chosen Not To Compete The Contemplated Contract For The Following Reasons:The District Initially Contacted Two Qualified Companies To Inspect The Damaged Units, Determine The Extent Of The Repairs Required, And Provide Estimates. Both Companies Required Significant Time On Site To Assess The Damaged Units In Order To Prepare An Estimate (E.G. 2+ Days On Site Plus Office Time). Pacific Powertech Had The Lowest Estimate To Perform The Repairs.The District Is Not Aware Of Other Companies In The Greater Regional Area That Are Qualified To Perform This Work And Believes That Companies From Outside Of The Region Would Not Be Able To Submit Competitive Pricing, Particularly If Transformers Need To Be Shipped Offsite For Repairs.Contractors Wishing To Challenge This Decision And Receive An Opportunity To Submit Pricing Should Submit A Letter Of Objection No Later Than 10:00:00 A.M. On September 29, 2025 To: District Of Summerland Attention: Dana Silk Email: Procurement@Summerland.Cathe Letter Must Outline The Reasons For Your Objection; Your Experience And Qualifications In Completing Repairs To Transformers; And Your Availability To Complete The Work In A Timely Manner.Qualified Companies That Submit An Objection Will Then Be Provided With The Established Scope Of Work By Email And Provided With Ten (10) Days To Submit A Quotation To Demonstrate Their Ability To Provide The Service At A Competitive Price.In Addition To Direct Costs, The District May Consider The Total Cost Of Ownership, Looking At Factors Including, But Not Limited To: Initial Purchase Pricing, Shipping And Handling Costs, Installation, Training, Warranties, Duration Of Useful Life And All Reasonable Operating Costs (Fuel/Energy Use, Water Use, Routine Maintenance, Consumable Supplies, Parts And Repairs), Direct And Indirect Labour Required, Energy Usage, Environmental Impact, Social Costs Or Benefits, Disposal Costs, Transitional Costs, Residual Value, Etc. The District Reserves The Right To Use Those Or Other Applicable Criteria That, In Its Sole Opinion, Will Most Accurately Estimate Total Cost Of Use And Ownership.These Items Will Be The Key Criterion With Regard To The Consideration Of Objections To This Notice Of Intent And To Determine Whether The Direct Award Will Be Completed.
